L’objet de cet article est d’étudier les relations entre les associations de migrants de retour, l’État et la société au Mali. L’auteur montre que la dimension migratoire constitue un paramètre clé de la grille d’analyse de la crise actuelle. Cette dimension permet en effet de repenser les transformations passées et en cours autour des instances de mobilisation des migrants et d’interroger les modalités pratiques de l’élargissement des positionnements politiques en contexte malien. En revendiquant de nouveaux statuts, les militants associatifs plaident pour une refondation des politiques migratoires et une protection accrue de l’État.
Résumé : Qui est Ivoirien ? Qui est étranger ? Ces questions devenues sensibles mais aux réponses divergentes alimentent le débat public en Côte d'Ivoire depuis 1990. Il importe donc d'interroger et de confronter l'évolution contrastée de la législation dans le domaine de la nationalité aux pratiques de pouvoir depuis l'indépendance. A travers l'étude critique de cinquante ans de politique de la nationalité, ce texte montre que les modalités d'inclusion ou d'exclusion des individus dans le groupe national résultent de pratiques clientélistes forgées et héritées du président Houphouët-Boigny, la législation étant utilisée, ignorée ou travestie en fonction des possibilités de contrôle de l'État. L'ancienneté des politiques d'exclusion suggère que l'étranger constitue un objet historiquement construit par rapport à sa proximité avec l'État plus que dans son appartenance ou non à la communauté ivoirienne.
