O bitcoin foi lançado em 2009 com a pretensão de ser moeda privada, não institucional e livre dos arbítrios governamentais. Não teve êxito como tal, mas mostrou-se um meio para transferir direitos fora da vigilância e do controle das autoridades nacionais e internacionais. Por isso, o governo da China, extremamente cioso da sua soberania monetária, o considerou uma ameaça à segurança financeira, reprimindo o seu uso. Apesar disso, identificou nas tecnologias do bitcoin uma oportunidade para criar uma moeda digital governamental. O resultado foi a instituição do “renmimbi digital”, com o qual pretende maior rapidez e eficácia na execução das políticas internas, controlar essa nova modalidade de transações comerciais e, se possível, erguer as bases de uma nova ordem financeira centrada na China.
A “bomba-dólar”, produto das respostas dos Estados Unidos aos atentados do 11 de setembro de 2001, é instrumento do seu uso exclusivo que, apoiado nas posições hegemônicas do dólar e das suas finanças no sistema financeiro internacional, lhe permite impor sanções financeiras com grau de sofisticação e poder de destruição nunca antes vistos. Assim, revolucionou a guerra financeira e a ordem internacional no século XXI. Todavia, na China, as autoridades adaptaram as tecnologias das criptomoedas privadas e descentralizadas, como o bitcoin, para criar o renmimbi digital (e-RMB) com objetivos explícitos de construir as bases de um sistema financeiro internacional alternativo, confrontando diretamente a capacidade estadunidense para sancionar. Assim, este artigo objetiva identificar em que medida esse efeito será real. A investigação revelou que autoridades e centros de pesquisa estadunidenses constataram que, de fato, o e-RMB reduzirá significativamente a capacidade dos Estados Unidos para impor sanções. Dessa forma, concluímos que há fortes indícios de que, quando em pleno funcionamento a partir de 2022, o e-RMB neutralizará a bomba-dólar, abrindo um novo capítulo nas guerras financeiras e nos interesses, disputas e conflitos nas relações internacionais.
A Europa Centro-Oriental é uma região excepcionalmente conturbada desde a Antiguidade, com história caracterizada por migrações em grande escala, guerras, invasões e ocupações por potências estrangeiras. Por isso, há muito ela tem sido considerada por teóricos como Mackinder, Spykman, Brezinski, Cohen e Kelly uma região de transição e atrito entre os domínios dos poderes navais atlânticos e terrestres eurasianos, estrategicamente importante para o acesso e controle do Heartland. Isso a torna um shatterbelt, área intensamente disputada entre potências que projetam seu poder e influência, se impondo aos povos locais. O Grupo de Visegrad, formado por Polônia, Tchecoslováquia e Hungria em 1991 após o fim dos regimes neoestalinistas, buscou com sucesso a adesão às instituições euro-atlânticas – OTAN e União Europeia, principalmente. Recentemente, com a retomada do “ativismo” russo e suas intervenções militares na Geórgia e Ucrânia, o Grupo de Visegrado vem se transformando num dos principais instrumentos de avanço da hegemonia ocidental na região, articulando políticas de cerco e contenção da Rússia. O acúmulo de forças militares de ambos os lados na área, percebido a partir de 2016, indica intenso crescimento das tensões no shatterbelt - que havia perdido intensidade desde os anos 1980 -, caracterizando processo de desfecho ainda imprevisível.
Este artigo objetiva analisar as motivações de ordem geopolítica e monetária que fundamentaram a decisão do governo George W. Bush em engendrar guerra contra o Iraque de Saddam Hussein em 2003. Em rigor, as raízes desta iniciativa dizem respeito à decisão tomada por Saddam em meados do ano 2000 de substituir o dólar pelo euro como moeda padrão ou de referência no comércio internacional do petróleo iraquiano. Com isso, ele abriu precedente que, caso fosse seguido pelos governos de outros grandes países exportadores de petróleo, ameaçaria a preponderância do dólar como moeda central da ordem monetária internacional e, consequentemente, todas as importantes e exclusivas vantagens que este fato confere à autoridade soberana que a controla, o governo dos Estados Unidos. Não obstante, sendo esta posição privilegiada do dólar um dos pilares centrais do poder e da hegemonia global americana, e tendo sido os principais estrategistas e colaboradores do presidente os proponentes de estratégias governamentais de perpetuação inconteste daquela hegemonia no século XXI, a invasão do Iraque e a deposição de Saddam Hussein foram definidos como objetivos geopolíticos essenciais daquele governo. Assim, os ataques terroristas do 11 de Setembro de 2001 e a subsequente “Guerra ao Terror” proclamada pelo presidente Bush forneceram o pretexto para a guerra, legitimando politicamente a execução de iniciativas que já haviam sido decididas anteriormente. Neste sentido, a Guerra do Iraque possuiu um objetivo geopolítico fundamental, embora raramente reconhecido, de ter sido uma guerra monetária dos Estados Unidos contra o euro.
Superpopulosa e escassa em recursos agrícolas em relação à sua vasta população, a China importa cada vez mais para garantir a sua segurança alimentar. Todavia, o regime agroalimentar mundial é hegemonizado pelos Estados Unidos, expondo a segurança alimentar chinesa a riscos. Grande potência agroexportadora, o Brasil desempenhará posição central na estratégia chinesa de segurança alimentar, auferindo oportunidades, embora também algumas ameaças.
