This report presents bias indicators for the Australian context and discusses their concept, uses, benefits and risks. The bias indicators we present are the result of extensive consultations with local experts including academics and practitioners working in law enforcement agencies, government and non-government organisations and community organisations. What parameters limit the capacity of Civil Society Organisations (CSOs) to operate effectively in the P/CVE space? To answer this question, we need to consider a number of aspects, including the relationships between CSOs and other stakeholders. CSOs grow out of the communities they represent and benefit from close ties to the members of that community. Successful CSOs have complex relationships with domestic and foreign governments; whilst many CSOs receive funding from governments, they must protect their perception of independence to remain legitimate.
