Концептуальное (инфологическое) проектирование-построение семантической модели предметной области, то есть информационной модели наиболее высокого уровня абстракции [1]. Семантическая модель в инвестиционном анализе и проектировании служит для отображения как среды проекта, так и проектируемого объекта. Предлагаемая ниже модель разработана в качестве универсальной, хотя в заключительной части статьи работа с моделью для оценки сравнительной эффективности конкретных инвестиционных проектов иллюстрируется на крупномасштабных железнодорожных проектах (далее-КИП). Конкретный вид и содержание концептуальной модели оценки КИП определяется выбранным для этого понятийным аппаратом. В нашем случае для содержательного анализа проблемы оценки используется «неосистемный» подход [2], а для формализованного-модель теории стратегических игр Инвестора (оперирующего игрока) с «природой» (средой КИП), поведение которой неопределенно в невероятностном смысле. Выбор КИП при неопределенном сценарии Подчеркнем: главное предположение этой модели выбора-отсутствие у внешней среды как второго оперирующего игрока собственной цели: «природа» не дружественна и не враждебна, но плохо предсказуема. Выбор альтернативы осуществляется на основании предварительно построенных оценок f(x,y) каждой альтернативы x в условиях каждого сценария y 1.
