Goal: This paper presents a case study in which the practice of Internal Process Safety Audit of the studied company needed to develop a system of remote audits during the COVID-19 pandemic.Design / Methodology / Approach: The system was analyzed in the light of recent theoretical references, having all its phases described, as well as its results and future prospects.
Results:The systematic approach involved the development of specific procedures for planning and carrying out audits using a digital platform. The practice was implemented from March 2020 through August 2021. It was approved by the National Agency for Petroleum, Natural Gas and Biofuels (ANP) and is currently used as a reference for other operators in oil and gas exploration and production (E&P) in Brazil.
Limitations of the investigation:The choice of a unique case study, restricted to a practice adopted since the beginning of the pandemic, brought some theoretical-methodological limitations. The authors chose to adopt participant observations due to the inclusion of one of the authors in the process of conducting the audits.
Practical implications:The main contribution of this study focuses on the results of the critical analyses carried out to find the strengths and opportunities for improvement that could be adopted by organizations that have similar processes.
Originality / Value:The added value of this study refers to the scope of the remote audit, as it is about Process Safety. The studies presented so far refer mostly to remote certification audits or maintenance of the quality management system, with emphasis on ISO 9001.
Estrutura organizacional é um instrumento administrativo que trata da forma como as atividades são fragmentadas em uma organização. Tem como responsabilidade organizar e dar direcionamento utilizando os recursos disponíveis. O presente artigo tem como objetivo descrever a iniciativa da criação do organograma e apresentar uma análise da implantação da Estrutura Organizacional da Coordenação de Engenharia da Secretaria Municipal Adjunta de Obras da cidade de Macaé, no estado do Rio de Janeiro, assim como desafios da gestão pública, na condução de projetos de infraestrutura, descrevendo o histórico e o contexto atual de forma a apresentar lições aprendidas e fatores críticos de sucesso na gestão do trabalho desta Coordenação. A fundamentação teórica direciona o entendimento do estudo. A metodologia de pesquisa, quanto aos fins de investigação, foi definidacomo descritiva e exploratória e, quanto aos meios de investigação, foi definida como estudo de caso. Foram realizadas entrevistas com três servidores públicos a fim de entender como foi o início do processo de mudança, para que a Coordenadoria conseguisse trabalhar de uma forma mais estruturada, evitando possíveis conflitos nos processos organizacionais.
Este trabalho tem a proposta de apresentar, por meio de um estudo de caso, as lições aprendidas do processo de mudança organizacional na SecretariaMunicipal de Desenvolvimento Social, Direitos Humanos e Acessibilidade (SEMDS-DHA), pós-reestruturação administrativa, ocorrida na Prefeitura Municipal de Macaé em 2015 (Lei complementar municipal 238/2015, e Lei complementar municipal 256/2016- Macaé-RJ). O trabalho apresenta as influências históricas de reformas ocorridas e que de forma relevante interferem nos novos modelos vigentes de reformas administrativas e de gestão. Destaca as mudanças socioeconômicas ocorridas na região, decorrentes da crise do petróleo e seus impactos na economia local, motivando a gestão pública do município e apresenta uma proposta de reestruturação administrativa, com o objetivo de diminuir os gastos com a máquina pública e garantir a execução de políticas públicas efetivas,frente aos novos desafios pós-crise econômica na região e no município de Macaé.
