Pour circuler, la monnaie doit être adossée à une souveraineté qui se porte garant de l’outil monétaire. Des travaux récents montrent que cette souveraineté trouve sa légitimité dans la dette. Le déséquilibre fonde la vie sociale. L’étude de sociétés anciennes permet d’établir ce fait, la notion de dette fondatrice ayant été observée chez beaucoup d’entre elles. Un certaine nombre d’études sur les monnaies sociales, et spécifiquement celles sur les systèmes d’échange local (SEL), montrent que ces dispositifs reprennent au marché certaines de ses caractéristiques, en particulier l’objectif de mettre en place des échanges économiques horizontaux (non hiérarchiques), mais en se différenciant toutefois par la promotion de valeurs basées sur la solidarité. Or, cet objectif mérite discussion dès lors que l’on adopte l’hypothèse selon laquelle la monnaie est constitutive de la dette. Nous nous attachons d’abord à montrer les différentes facettes de la dette et quels sont ses fondements. La monnaie, en tant que dette circulante, ne peut être cantonnée à un rôle d’intermédiaire neutre des échanges. Nous nous intéressons ensuite aux conséquences de cette dernière hypothèse dans le fonctionnement des SEL.In order to circulate, a currency has to be backed by a sovereign authority that guarantees the monetary instrument. Recent studies show that the legitimacy of the sovereign authority depends on debt. A state of imbalance is the foundation of social life. Research on past societies confirms this view as the notion of debt as a foundation has been seen in many societies. A number of studies on community currencies, and specifically on LETS, show that these systems borrow certain features from markets, in particular the objective of establishing horizontal (non-hierarchical) economic exchanges, but differ by promoting values based on solidarity. However, if one accepts the hypothesis that money is based on debt, then this social objective needs to be examined. We first look at the various facets of debt and what it is based upon. Money, as circulating debt, cannot be interpreted strictly as a neutral intermediary of exchanges. We then look at the consequences of this last hypothesis in the way LETS operate
Résumé Depuis le début des années 1980 des initiatives d’accompagnement et de financement de petites activités économiques à destination des personnes en situation d’exclusion économique et sociale se sont développées dans les pays du Nord. Relevant du champ du « tiers secteur », et en particulier de l’économie solidaire contemporaine, elles visent à la fois à répondre à des besoins insatisfaits et à introduire le principe d’un droit à l’initiative économique. Leur conception des inégalités économique et sociale, axée sur l’approche par les capabilités d’Amartya Sen, permet de comprendre leur mode d’organisation combinant une double dimension financière et sociale.
Résumé L’idée d’association est omniprésente dans les écrits d’A. de Tocqueville. Importante dans les deux volumes de De la démocratie en Amérique , publiés respectivement en 1835 et 1840, elle l’est aussi dans les textes de la même période qu’A. de Tocqueville consacre au paupérisme. L’association est définie comme un procédé économique susceptible d’apporter une réponse efficace à la question sociale. Ce texte se propose de rendre compte de cette pensée de l’association en distinguant d’une part, les solutions proposées au problème du paupérisme, et d’autre part, la doctrine de l’« intérêt bien entendu » qui la sous-tend.
