Abstract-This research has found several facts, including: (1) The motivation that drives the former GAM combatant build a "Koperasi" of oil palm plantations such as: the spirit of togetherness, a feeling as communities affected by conflict and marginalized communities who must also feel more prosperous life, responding to the MoU and to fill peace and to enjoy a better life for Aceh's people. Motivation is also encouraged because the government does not serving them by similar programs, as a moral responsibility to Ex-GAM combatants, widow and the orphans of victims of conflict and other marginalized communities. (2) On the durability of an organization that despite the shortage; the sense of responsibility of the manager of the "koperasi" and run effective communication, leadership of democratic system, government subsidies and financial support from "Sagoe". To understand (verstehen) and to find the meaning of the viewpoint and the appreciation of GAM combatants as manager of "koperasi" palm oil "Bumoe Tari" and the people affected by the conflict as beneficiaries of the "koperasi", in this study researches using qualitative methods. Observation, interviews, documentary studies and focus group discussions (FGD) were used as a method of data collection. Analysis and interpretation of data is done interactively.
Problem utama yang terjadi selama ini adalah produktivitas peternak sapi di Blang Gurah yang belum memuaskan dan tata niaga yang belum baik. Salah satu hal yang melatarbelakanginya adalah terbatasnya ketersediaan pangan. Berdasarkan realitas tersebut, kegiatan pengabdian pengembangan teknologi tepat guna melalui program produksi silase dengan menggunakan bahan baku limbah pertanian penting untuk dilakukan pelatihan dan sosialisasi. Selain itu, sebagai daerah yang masyaraktnya terdampak covid 19, pilihan untuk melakukan produksi silase bukan hanya memudahkan pakan untuk para peternak tradisional, namun juga dapat menjadi terbukanya lapangan kerja baru bagi masyarakat. Program kegiatan ini juga menjadi pengayaan kepada masyarakat bagaimana membangun komitmen dan kesadaran bersama tentang pemanfaatan limbah rumahan dan limbah pertanian yang selama ini terkesan tidak memiliki nilai manfaat. Pengetahuan atas proses pembuatan pakan silase penting diketahui oleh masyarakat Desa Blang Gurah yang melakukan kegiatan beternak khususnya dan masyarakat luas secara umum. Kondisi ini menjadi penting karena beberapa hal: 1) bahan dasar pembuatan pakan (limbah pertanian) mudah didapat di wilayah Balng Gurah karena memang wilayah tersebut berada dalam sistem sosial budaya yang agrikultural; 2) pakan silase dapat meningkatkan kualitas dan kuantitas hewan ternak karena mengandung banyak nutrisi; 3) pembuatan silase mudah dan murah sehingga sangat berpeluang besar dalam meningkatkan kesejahteraan peternak; 4) di wilayah tersebut juga ada penyuluh yang dapat diajak bekerjasama untuk saling sharing pengetahuan terkait hal tersebut; 5) pakan silase dapat disimpan untuk jangka waktu yang lama sehingga ketika musim paceklik pakan datang, sislase dapat menjadi pilihan alternatif dalam pemenuhan pakan ternak; dan 6) menjadi solusi bagi peternak yang tidak memiliki banyak waktu untuk menggembala. Akhirnya, nasib akan berubah sejalan dengan kemauan dan komitmen kita untuk selalu berusaha mengubahnya. Dan salah satu usaha itu adalah mengimplementasikan ilmu yang didapat dalam kegiatan pengabdian kepada masyarakat ini.
Non-Cash Food Assistance (BPNT) aims to reduce the burden of public spending in meeting basic needs. However, there are some problems with distribution. This research focuses on indicators of the effectiveness of the distribution of the BPNT assistance program, namely target accuracy, choice accuracy, and timeliness, as well as the benefits of the BPNT program for the community. This study uses a qualitative approach with a descriptive method. The types of data used are primary and secondary data. Data collection techniques through observation, interviews and documentation. The results of the study illustrate that the effectiveness of the distribution of non-cash food assistance in Bireuen Regency has not been fully running well because BPNT recipients are not on target. Meanwhile, KPM is not given the freedom to choose aid materials according to their needs, so it is not the right choice. In addition, the schedule for assisting is still not following the provisions so that it is not on time. The benefits of the program can be directly felt by the poor in improving food security and improving the economy for SMEs (e-Warung). Overall, the distribution of Non-Cash Food Assistance (BPNT) to KPM is still less effective. ABSTRAKBantuan Pangan Non Tunai (BPNT) bertujuan mengurangi beban pengeluaran masyarakat dalam pemenuhan kebutuhan pokok. Namun dalam penyaluran terdapat beberapa permasalahan. Penelitan ini berfokus pada indikator efektivitas penyaluran program bantuan BPNT yaitu ketepatan sasaran, ketepatan pilihan, dan ketepatan waktu, serta manfaat program BPNT bagi masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Jenis data yang digunakan adalah data primer dan sekunder. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menggambarkan bahwa efektivitas penyaluran bantuan pangan non tunai di Kabupaten Bireuen belum sepenuhnya berjalan dengan baik karena penerima BPNT tidak tepat sasaran. Sementara KPM tidak diberikan kebebasan dalam pemilihan bahan bantuan sesuai dengan kebutuhan sehingga tidak tepat pilihan. Selain itu, jadwal pemberian bantuan masih belum sesuai dengan ketentuan sehingga tidak tepat waktu. Adapun manfaat program langsung dapat dirasakan oleh masyarakat kurang mampu dalam meningkatkan ketahanan pangan dan meningkatkan ekonomi bagi pelaku UKM (e-Warung). Secara keseluruhan penyaluran Bantuan Pangan Non Tunai (BPNT) kepada KPM masih kurang efektif.
Lhokseumawe City, in implementing PP No. 31 of 1980 on Tackling Homeless and Beggars and Qanun Aceh No. 11 of 2013 on Social Welfare authorizes Social Services in taking policies in handling beggars and homeless people. A total of 32 people in 2019 and 25 people in 2018 have been caught in raids by Social Services. This research used qualitative research method with descriptive type analysis. Data collection techniques were observation, interviews and documentation. The data obtained by the researchers were analyzed with several steps, namely data collection, data reduction, data presentation, and finally, the withdrawal of conclusions. The results showed that the social service policy in handling beggars in Lhokseumawe city has not been maximized; there are three stages in handling beggars, namely preventive, regressive and rehabilitative stages. Preventive Stage of Social Services provides assistance through programs that have been created to reduce the poor to beggars, the second stage of Refresive social services in collaboration with cross-sectoral such as Satpol Pamong Praja (PP) and Wilayatul Hisbah (WH) conduct raids on beggars and at the Rehabilitative stage social services have not been able to do so, only giving direction and guidance not to beg anymore. But all measures have not been able to reduce the number of beggars. Barriers in the handling of beggars are divided into two, namely internal and external. Internal, it is the absence of a legal umbrella for social services in sanctioning beggars, while externally; it is from the beggars themselves who do not want to listen to the direction and guidance of social services not to beg anymore.
