Considering the orientation towards competition and market that many educational systems have taken over last decades, this paper analyzes the characteristics, consequences and implications of the installation of these logics in the educational field from a paradigmatic case study: the Chilean school system. The article shows how this system is organized from the resignation of the role of the state in education, the centrality of private schools, the implementation of demand subsidies and the implementation of strong accountability, which has enhanced and deepened educational segregation, reducing the freedom of choice and generating social mobilization in the country, producing marked changes in the structures, processes and educational outcomes. Against this reality, we discuss the necessity and possibility of building a new educational logic, based on reflectivity, development of critical thinking, intelligent accountability and integral education. Resumen: Al considerar la orientación hacia la competencia y el mercado que han adoptado múltiples sistemas educativos durante las últimas décadas, el artículo analiza las características, consecuencias y principales implicancias de la instalación de estas lógicas en el campo educacional, a partir del estudio de un caso paradigmático: el sistema escolar chileno. Así, se muestra cómo este sistema, organizado en torno a la dimisión del rol del Estado, la centralidad de lo privado, la implementación de subsidios a la demanda y la generación de fuertes políticas de rendición de cuentas, ha potenciado y profundizado fenómenos de segregación educativa, reducción de la libertad de elección y movilización social en el país, produciendo transformaciones en las estructuras, procesos y resultados educativos. Frente a este escenario, se discute la necesidad y posibilidad de construir una nueva lógica educacional, basadas en la reflexividad, el desarrollo del espíritu crítico, el accountability inteligente y la formación integral. During the first decade of the 21st century, Latin America experienced an intense economic growth that increased access in the school system. In this context, the paper analyzes four different programs from Bolivia (Intercultural Community Indigenous Universities), Brazil (Quotas´ Law), Chile (Follow up and Effective Access to Higher Education Program) and Ecuador (Scholarship Program based on Quotas) aimed at improving the participation of marginalized students in the university from three different perspectives. First, conceptually, the paper analyzes the governance of these programs in terms of what are the institutional arrangements that define who is responsible for solving this source of inequality in higher education. Second, the study looks at the concepts of equality, fairness, merit, need and diversity behind the different initiatives presented, using the social justice debate. Thirdly, the paper uses the framework of analysis of different types of access programs to study the scope, components and arrangements of the policies. The results show a high level of heterogeneity in the characteristics and focuses of the programs, which allows to deepen the discussion on the role of access to higher education in the region.
Uno de los más importantes mecanismos de producción y reproducción de las élites sigue siendo la educación. Este artículo busca mapear a las élites en el campo universitario chileno, identificando las principales carreras y universidades en donde este grupo se concentra y, además, tipificando cómo estas instituciones promueven (o no) los procesos de movilidad de las élites. A través de un análisis estadístico diversificado, se concluye que las élites académicas y sociales en Chile se concentran principalmente en dos selectos grupos: en unas pocas instituciones tradicionales, con alto prestigio y alto nivel de selectividad; y en algunas instituciones nuevas, de carácter privado y focalizadas en capturar a los grupos sociales más altos del país. Adicionalmente, los resultados muestran que el sistema de educación chileno promueve bajos niveles de movilidad de la élite, estructurándose en un sistema que permite perpetuar los procesos de su reproducción de este grupo.
This data article describes the dataset of the International COVID-19 Impact on Parental Engagement Study (ICIPES). ICIPES is a collaborative effort of more than 20 institutions to investigate the ways in which, parents and caregivers built capacity engaged with children's learning during the period of social distancing arising from global COVID-19 pandemic. A series of data were collected using an online survey conducted in 23 countries and had a total sample of 4,658 parents/caregivers. The description of the data contained in this article is divided into two main parts. The first part is a descriptive analysis of all the items included in the survey and was performed using tables and figures. The second part refers to the construction of scales. Three scales were constructed and included in the dataset: ‘parental acceptance and confidence in the use of technology’, ‘parental engagement in children's learning’ and ‘socioeconomic status’. The scales were created using Confirmatory Factor Analysis (CFA) and Multi-Group Confirmatory Analysis (MG-CFA) and were adopted to evaluate their cross-cultural comparability (i.e., measurement invariance) across countries and within sub-groups. This dataset will be relevant for researchers in different fields, particularly for those interested in international comparative education.
Resumen Se adaptó al ámbito docente el Cuestionario Argentino de Actitudes frente a Situaciones de Agravio (Moreno y Pereyra, 2000). Para su validación preliminar se trabajó con 143 docentes argentinos. Los ítems resultaron discriminativos y se agruparon, a partir de un Análisis Factorial Exploratorio, en tres dimensiones que están en línea con la teoría: Pasividad (α = .90), Agresividad (α = .95) y Prosocialidad (α = .92). La validez constructiva también se puso a prueba mediante el estudio de la hipótesis que afirma que los docentes con alto Burnout tienen mayor tendencia a responder con actitudes negativas en situaciones de agravio en el contexto áulico. Estos resultados también estuvieron en línea con la teoría (p < .001). A partir de estos análisis se concluye que la versión preliminar del instrumento es apta para ser sometida a estudios psicométricos más exigentes y de mayor alcance. Abstract The Argentine Questionnaire on Attitudes visa -vis Situations of Aggression (Moreno y Pereyra, 2000) was adapted to the educational environment. For its preliminary validation, 143 Argentine teachers participated. The items turned out to be discriminative and they were grouped, based on a Factorial Exploratory Analysis, into three dimensions that are related to the theory: Passivity (α = .90), Aggressiveness (α = .95) and Prosocial behavior (α = .92).
