O artigo investiga presença e a ausência da mulher na Política Externa Brasileira (PEB), a partir da análise de conteúdo, pela qual busca-se, nos discursos do Brasil nas sessões de abertura dos debates das reuniões anuais da Assembleia Geral das Nações Unidas (AGNU), os dados quantitativos e qualitativos sobre o objeto de estudo. O período analisado vai de 1946 a 2015, cobrindo todos os governos brasileiros que encerraram seu mandato, desde a criação da Organização das Nações Unidas (ONU) até o primeiro governo de uma mulher no Brasil. Da análise realizada observa-se o fechamento da PEB às questões de gênero ao longo da ditadura brasileira, mesmo em um contexto de forte promoção internacional dos direitos das mulheres. Por outro lado, o período pós-redemocratização revela maior reconhecimento desta temática. Finalmente, conclui-se pela maior presença da temática nos discursos de Dilma Rousseff, única mulher a chefiar o Executivo brasileiro até o momento.Palavras-chave: Política Externa Brasileira. Análise de política externa, Mulheres.ABSTRACTThe article investigates the presence and absence of women in Brazilian Foreign Policy (PEB), based on content analysis, which searches for quantitative and qualitative data on the object of study in Brazil's speeches at the opening sessions of the annual meetings of the United Nations General Assembly (AGNU). The analyzed period goes from 1946 to 2015, covering all Brazilian governments that ended their mandate, from the creation of the United Nations (UN) until the first government of a woman. From the analysis carried out we observe the PEB's closure to gender issues throughout the Brazilian dictatorship, even in a context of strong international promotion of women's rights. On the other hand, the post-democratization period reveals greater recognition of this theme. Finally, we conclude that there is a greater presence of the theme in the speeches of Dilma Rousseff, the only woman to head the Brazilian Executive Branch so far.Keywords: Brazilian Foreign Policy. Considerando a significativa utilização das sanções econômicas multilaterais e a relativa ausência de estudos que analisem seus limites, impactos e seu funcionamento, o artigo retoma alguns importantes trabalhos relativos aos resultados que atingiram e sugere uma falha no mecanismo das sanções que poderia ser responsável por sua frequentemente alegada ineficiência.
