The core issue of this paper is the teacher education undergraduate courses (called Pedagogy in Brazil) set up based on the National Curriculum Guidelines, approved in 2006. Our purpose is to discuss the training of multipurpose teachers for children´s education and for the early grades of elementary schools, starting with results of a research conducted in public and private institutions in the state of São Paulo, from 2012 to 2013, funded by CNPq -the National Research Council. For the quantitative approach, we utilized the technique of documental analysis over the set of 144 curriculum grids we were able to obtain. The grounds for the qualitative approach, data were analyzed by cross-checking the characteristics of the institutions with the characteristics of the discipline that make up their curriculum grids. Data reveal that most teacher education courses in the state of São Paulo are provided by private institutions, with minimum number of hours and research is not intrinsic with their characteristics. The interpretative analysis of results establishes that the Pedagogy courses investigated are affected by the same problems pointed out in the literature concerning DCNCP/2006: the vagueness of the pedagogical field and the scattering of the scope of pedagogy and the teacher´s professional practice. Consequently, the majority of such courses are not fully training neither the educator nor the multipurpose teacher intended to work in child education (preschool) and the early grades of elementary school, as the education and training they get is fragile, superficial, generalizing, fragmented, dispersive and unfocused. In our conclusion alternatives are indicated in order overcome some of these problems. As Diretrizes Curriculares Nacionais para a Formação de Professores da Educação Básica, Resolução CNE/CP nº. 1/02, estabelecem que as instituições de ensino superior devam prever, em sua organização curricular, a formação docente para o atendimento da diversidade, contemplando conhecimentos sobre as especificidades dos alunos com necessidades educacionais especiais. Concomitantemente, a expansão do acesso à escola básica não tem sido acompanhada de investimentos na implementação das mudanças necessárias nas diferentes dimensões: na formação inicial e continuada dos professores, nas políticas, nos currículos, nas condições de trabalho dos profissionais da educação (incluindo carreira e salários), na infraestrutura das escolas e na reorganização das condições de ensino. Mediante essa realidade o presente estudo objetivou analisar a matriz curricular dos cursos de licenciatura de três Universidades Públicas localizadas no interior do Estado de São Paulo, visando identificar a presença, neles, de disciplinas e/ou conteúdos que tratem sobre a Educação Especial e educação inclusiva. O método utilizado foi análise documental. Foram analisadas as ementas, do Curso de Licenciatura em Ciências Biológicas de três universidades públicas estaduais e do Curso de Licenciatura em Química de uma universidade pública estadual e de uma federal. De acordo com os resultados, os cursos de licenciatura investigados não mostraram nenhum indicativo de reorganização na direção das políticas de educação inclusiva. Verificou-se que nenhuma ementa apresentou conteúdos sobre Educação Especial; embora a disciplina de Didática, de apenas um dos cursos, tenha indicado como um dos seus objetivos gerais a preparação dos alunos para uma compreensão crítica e contextualizada do papel da escola e do trabalho docente. Concluiu-se que a organização curricular dos cursos de licenciatura não tem garantido os saberes pedagógicos necessários para responder às demandas da escola básica pública, principalmente em relação ao ensino de alunos com necessidades educacionais especiais. A educação inclusiva, em relação ao surdo, é capaz de oferecer à esse aluno condições para aprender, superando antigos paradigmas discriminatórios e excludentes baseados no oralismo e na comunicação total. Isso significa propiciar uso de procedimentos instrucionais adequados ao surdo, currículo bilíngue e bicultural, formação adequada de professores, intérprete educacional, presença de educadores surdos sinalizadores, interlocução entre surdos e ouvintes e reorganização da escola em todas as suas dimensões. Diante desse panorama, o estudo teve como objetivo analisar as condições de ensino de um aluno surdo inserido no Ensino Médio de uma escola pública estadual, com a presença de um professor fluente em Libras atuando como intérprete. Procederam-se registros sobre as atividades propostas na sala de aula e os relacionamentos do aluno surdo com professores e colegas ouvintes, durante três semestres letivos nas aulas de Língua Portuguesa, Matemática, Química, Física, Biologia, e História. Foi possível constatar que a escola não mudou com a presença do aluno surdo e que o professor fluente em Libras, atuando como intérprete, assume, na sala de aula, a função de professor. Além disso, verificou-se que as ações por ele desenvolvidas possibilitaram a aprendizagem e participação do aluno surdo no processo de ensino-aprendizagem.
