Resumo O artigo analisa, à luz da sociologia dos problemas públicos, a questão do morar na rua no Brasil, a qual passou a ocupar progressivamente, desde o final do século XX, lugar relevante na agenda das políticas urbana, social e dos direitos humanos. O artigo examina, ainda, o tratamento dado aos moradores de rua em algumas capitais brasileiras na Copa de Futebol de 2014, quando ficaram em evidência antigas tensões do controle da sua presença nos espaços urbanos. Foram consultados documentos de órgãos públicos, organizações não governamentais e mídia impressa e digital. A conclusão destaca que identificação e tratamentos dados ao morar na rua resultam de investimentos de diversos atores em face de um problema que reúne desafios políticos e urbanos.
Resumo: O artigo problematiza os componentes políticos de recentes reformas dos sistemas de proteção social, com atenção especial nas políticas de ativação para o trabalho. Em geral, os argumentos oferecidos por governos para sua adoção são de ordem econômica, porém eles não estão dissociados de inspirações ideológicas e, ademais, apresentam claras consequências políti-cas. Faz-se uma reflexão sobre a possibilidade de convivência da democracia com (des)proteção social de setores tais como desempregados crônicos, população em situação de pobreza beneficiária de assistência e o crescente contingente de pessoas inseridas em um mercado de trabalho flexibilizado que oferece mais precariedade do que proteção. Nesse contexto, ocorrem a (re)individualização dos riscos e das incertezas, a erosão do status social resultante do questionamento à titularidade de direito e da adoção do direito condicionado. O artigo analisa as consequências deste processo para a cidadania, entendida como pertencimento em bases igualitárias a uma comunidade política.Palavras-chave: política social, proteção social, welfare State, trabalho, cidadania Introdução A ativação é um elemento importante da geração de políticas sociais que foi se instalando desde as duas últimas décadas do século XX como parte das reformas empreendidas nos sistemas de bem-estar social nos países desenvolvidos. Neste artigo faz-se uma delimitação do tema, pois a ativação na realidade pode incluir componentes referidos a diversas parcelas da população em condição de trabalhar. Porém, a ativação aqui discutida se refere ao incentivo ou à exigência aos beneficiários de prestações sociais -principalmente desempregados e beneficiários de programas de assistência e de transferência de renda -de se integrarem ao mercado de trabalho, como contrapartida aos benefícios recebidos. O propósito do artigo é examinar as relações desse âmbito da reforma da proteção social com os elementos políticos, de cidadania e de democracia social, porém sem a pretensão de examinar a grande diversidade de aspectos envolvidos nesse tipo de política pública.
O artigo examina a execução no nível local de programas de qualificação profissional para trabalhadores urbanos que se encontram em situação de maior precariedade no mercado de trabalho. A oferta de cursos de qualificação ampliou-se desde 2007 no Brasil devido à diversificação dos programas e à conexão com programas de investimento em infraestrutura, os programas de assistência social, transferência de renda, economia solidária, fomento ao empreendedorismo e inserção de jovens. O texto discute a atuação de atores, tais como prefeituras, entidades executoras, agências do Sistema Nacional de Emprego e comissões de emprego.
