O trabalho busca desenvolver a hipótese de uma confluência entre duas perspectivas teóricas que buscam explicar a tomada de decisões públicas: a centrada na sociedade civil e a centrada no Estado. Isso éfeito através de uma análise da literatura. A tese é que as teorias focadas exclusivamente em análises sustentadas em fatores societais ou institucionais apresentam problemas. A confluência dessas teorias revela uma tentativa de ultrapassar essas abordagens polares. No entanto, até o momento, o movimento de confluência não logrou ultrapassar essa dicotomia, permanecendo problemas analíticos relevantes. Umaproposta alternativa apresentada é trabalhar com o conceito de policy entrepreneurs, especialmente aqueles que transcendem as duas esferas em suas ações. São atores que agem simultaneamente na dimensãoda sociedade e do Estado. A política de saúde no Brasil é tomada como exemplo para a discussão.

Este texto deriva da comunicação apresentada no dia 10 de setembro de 2018, no auditório I do Instituto de Filosofia e Ciências Humanas da Universidade Estadual de Campinas, na mesa intitulada: Disputas Narrativas I – Arte, Identidade e Relações Raciais. A apresentação "Crítica de processos de criação em Artes Visuais no âmbito afro-indígena brasileiro" observou os artistas e suas obras enquanto elementos heterotópicos - eixos de deslocamentos constantes, que mobilizam afetos, identidades, singularidades, coletividades, emaranhados de emoções. Heterotopia enquanto conceito referente ao pensamento do filósofo Michel Foucault, e que se tece em agenciamentos nas redes e nos fluxos da genealogia de Georges Didi-Huberman: temporalidades e espacialidades que se inter-relacionam por diversas camadas de significação.
