PurposeThe purpose of this paper is to analyze and compare the regulations and public policies for the universalization of telecommunications services taken by OECD countries and by Brazil.Design/methodology/approachThis analysis was mainly based on OECD reports, on the legislation of the Brazilian telecommunication sector and on scientific articles and news related to the theme.FindingsIn accordance with the initiatives taken by OECD countries and with recent innovations arising from next generation networks, mainly based on internet protocols platforms, Brazil has also included broadband services in its universalization regulatory agenda. At the same time, the country has established several public programs aimed at expanding access to those services.Practical implicationsNevertheless, it is pointed out that there are still many challenges to an increase in Brazilian broadband penetration rates.Social implicationsTherefore, it is suggested that, in Brazil's case, some of these problems could be overcome through a direct government intervention in association with competition and industrial policies.Originality/valueThe paper emphasizes that, although in line with the regulatory measures taken by developed countries, Brazilian telecom policies must be adapted taking into consideration the idiosyncrasies of this underdeveloped country.
PROMOÇÃO À INOVAÇÃO POR MEIO DAS POLÍTICAS INSTITUCIONAIS NAS UNIVERSIDADES BRASILEIRAS: UMA REFLEXÃO SOBRE AS INICIATIVAS APROVADAS ENTRE 2016 E 2020O presente trabalho tem como objetivo analisar o impacto do novo marco legal da CT&I na institucionalização das políticas de inovação pelas universidades brasileiras. Para tanto, baseou-se em pesquisa qualitativa, de caráter exploratório, fundamentada na sistematização e análise secundária dos dados disponíveis nos relatórios do FORMICT (de 2010 a 2016) e nos websites das Universidades Federais e Estaduais do Brasil. Constatou- se que a legislação federal de 2016 constitui-se em importante mecanismo indutor para a elaboração e a publicação das políticas de inovação nas universidades federais brasileiras. Entretanto, a legislação falha ao deixar lacunas quanto à forma de avaliação desta política, quanto ao prazo para seu cumprimento pelas ICTs e ao deixar de remeter obrigatoriamente ao FORMICT, que já é utilizado pelo MCTIC e preenchido anualmente pelos NITs. Tal situação gera perdas na eficácia da política inovação nacional diante da inexistência de indicadores que possam permitir o acompanhamento sistematizado dos resultados das políticas de inovação institucionais.
1Resumo: Os enfoques disciplinares para tratar a produção do conhecimento em ciência e tecnologia, em geral, e os artefatos tecnológicos, em particular, são reconhecidamente insuficientes. Mesmo assim, a interação é muito fraca entre aqueles que estudam a construção de artefatos tecnoló-gicos com abordagens sociológicas e aqueles que o fazem a partir de enfoques econômicos. Aproximar essas duas vertentes de análise, identificando suas diferenças e, principalmente, seus pontos convergentes é do que se trata esse artigo. Enquanto a Economia tende a não incorporar elementos importantes para a compreensão desse processo tais como, os interesses dos atores sociais, as estruturas de poder e a influência dos aspectos políticos, a Sociologia desconsidera algumas das características fundamentais para a estrutura econômica de produção tecnológica, como agências, instituições e sistemas econômicos. O resultado é o surgimento de espaços ociosos de análise que poderiam ser mais bem explorados se houvesse interdisciplinaridade. Este trabalho explora as possibilidades de entrecruzamentos do enfoque econômico, representado pela Economia Evolucionária (EE), e do sociológico, representado por dois ramos da Sociologia do Conhecimento Científico: a Social Construction of Technology (SCOT) e a Actor Network Theory (ANT), argumentando que as categorias de análise de um e outros se complementam, oferecendo uma caracterização mais consistente da produção do artefato tecnológico.
