Los resultados derivados de procesos de incorporación de Tecnologías de la Información y la Comunicación -TIC- en la gestión de las entidades territoriales no han sido los esperados y no se tiene claridad sobre los factores que inciden en la ocurrencia de estos resultados. Esta investigación surge con el propósito de identificar las reglas formales y arreglos culturales que inciden en el índice de incorporación de tecnologías de la información y la comunicación (TIC) en los procesos de gestión pública territorial. Metodológicamente, el estudio utiliza un enfoque mixto que privilegió el uso de encuestas y entrevistas semiestructuradas con servidores públicos bajo un estudio de caso en el municipio de Balboa, departamento del Cauca en el suroccidente colombiano. Se encontró que hay un gran avance en el cierre de brechas en cuanto a la apropiación digital por parte de los servidores públicos de entidades territoriales categoría 6 y con un nivel de desarrollo incipiente, lo que resulta determinante en el momento de implementar acciones en torno a la política de gobierno en línea, y que aunque no existan directrices (reglas) formales acerca del uso y aprovechamiento de herramientas TIC, esta apropiación conduce a valoraciones, prácticas y creencias, positivas (arreglos culturales) hacia la política, tanto a nivel individual como colectivo.
