Global environmental change and sustainability science increasingly recognize the need to address the consequences of changes taking place in the structure and function of the biosphere. These changes raise questions such as: Who and what are vulnerable to the multiple environmental changes underway, and where? Research demonstrates that vulnerability is registered not by exposure to hazards (perturbations and stresses) alone but also resides in the sensitivity and resilience of the system experiencing such hazards. This recognition requires revisions and enlargements in the basic design of vulnerability assessments, including the capacity to treat coupled human-environment systems and those linkages within and without the systems that affect their vulnerability. A vulnerability framework for the assessment of coupled humanenvironment systems is presented. R esearch on global environmental change has significantly improved our understanding of the structure and function of the biosphere and the human impress on both (1). The emergence of ''sustainability science'' (2-4) builds toward an understanding of the human-environment condition with the dual objectives of meeting the needs of society while sustaining the life support systems of the planet. These objectives, in turn, require improved dialogue between science and decision making (5-8). The vulnerability of coupled human-environment systems is one of the central elements of this dialogue and sustainability research (6, 9-11). It directs attention to such questions as: Who and what are vulnerable to the multiple environmental and human changes underway, and where? How are these changes and their consequences attenuated or amplified by different human and environmental conditions? What can be done to reduce vulnerability to change? How may more resilient and adaptive communities and societies be built?Answers to these and related questions require conceptual frameworks that account for the vulnerability of coupled human-environment systems with diverse and complex linkages. Various expert communities have made considerable progress in pointing the way toward the design of these frameworks (10, 11). These advances are briefly reviewed here and, drawing on them, we present a conceptual framework of vulnerability developed by the Research and Assessment Systems for Sustainability Program (http:͞͞sust.harvard.edu) that produced the set of works in this Special Feature of PNAS. The framework aims to make vulnerability analysis consistent with the concerns of sustainability and global environmental change science. The case study by Turner et al. A visually apparent but scientifically untested outcome of land-use change is homogenization across urban areas, where neighborhoods in different parts of the country have similar patterns of roads, residential lots, commercial areas, and aquatic features. We hypothesize that this homogenization extends to ecological structure and also to ecosystem functions such as carbon dynamics and microclimate, with continental-scale implications. Further, we suggest that understanding urban homogenization will provide the basis for understanding the impacts of urban land-use change from local to continental scales. Here, we show how multi-scale, multidisciplinary datasets from six metropolitan areas that cover the major climatic regions of the US (Phoenix, AZ; Miami, FL; Baltimore, MD; Boston, MA; Minneapolis-St Paul, MN; and Los Angeles, CA) can be used to determine how household and neighborhood characteristics correlate with land-management practices, land-cover composition, and landscape structure and ecosystem functions at local, regional, and continental scales.

The vulnerability framework of the Research and Assessment Systems for Sustainability Program explicitly recognizes the coupled human-environment system and accounts for interactions in the coupling affecting the system's responses to hazards and its vulnerability. This paper illustrates the usefulness of the vulnerability framework through three case studies: the tropical southern Yucatá n, the arid Yaqui Valley of northwest Mexico, and the pan-Arctic. Together, these examples illustrate the role of external forces in reshaping the systems in question and their vulnerability to environmental hazards, as well as the different capacities of stakeholders, based on their access to social and biophysical capital, to respond to the changes and hazards. The framework proves useful in directing attention to the interacting parts of the coupled system and helps identify gaps in information and understanding relevant to reducing vulnerability in the systems as a whole.

This paper assesses the potential impacts of climate change on the mid-Atlantic coastal (MAC) region of the United States. In order of increasing uncertainty, it is projected that sea level, temperature and streamflow will increase in the MAC region in response to higher levels of atmospheric CO 2 . A case study for Delaware based on digital elevation models suggests that, by the end of the 21st century, 1.6% of its land area and 21% of its wetlands will be lost to an encroaching sea. Sea-level rise will also result in higher storm surges, causing 100 yr floods to occur 3 or 4 times more frequently by the end of the 21st century. Increased accretion in coastal wetlands, however, which may occur in response to increases in CO 2 , temperature, and streamflow, could mitigate some of the flooding effect of sea-level rise. Warming alone will result in northward displacements of some mobile estuarine species and will exacerbate the already low summer oxygen levels in mid-Atlantic estuaries because of increased oxygen demand and decreased oxygen solubility. Streamflow increases could substantially degrade water quality, with significant negative consequences for submerged aquatic vegetation and birds. Though climate change may have some positive impacts on the MAC region, such as increased coastal tourism due to warming and some ecological benefits from less-frequent harsh winters, most impacts are expected to be negative. Policies designed to minimize adverse ecological impacts of human activities on coastal ecosystems in the mid-Atlantic, such as decreases in nutrient loading of watersheds, could help mitigate some of the risks associated with future climate variability and change in this region.

Changes in land use, land cover, and land management present some of the greatest potential global environmental challenges of the 21st century. Urbanization, one of the principal drivers of these transformations, is commonly thought to be generating land changes that are increasingly similar. An implication of this multiscale homogenization hypothesis is that the ecosystem structure and function and human behaviors associated with urbanization should be more similar in certain kinds of urbanized locations across biogeophysical gradients than across urbanization gradients in places with similar biogeophysical characteristics. This paper introduces an analytical framework for testing this hypothesis, and applies the framework to the case of residential lawn care. This set of land management behaviors are often assumednot demonstrated-to exhibit homogeneity. Multivariate analyses are conducted on telephone survey responses from a geographically stratified random sample of homeowners (n = 9,480), equally distributed across six US metropolitan areas. Two behaviors are examined: lawn fertilizing and irrigating. Limited support for strong homogenization is found at two scales (i.e., multi-and single-city; 2 of 36 cases), but significant support is found for homogenization at only one scale (22 cases) or at neither scale (12 cases). These results suggest that US lawn care behaviors are more differentiated in practice than in theory. Thus, even if the biophysical outcomes of urbanization are homogenizing, managing the associated sustainability implications may require a multiscale, differentiated approach because the underlying social practices appear relatively varied. The challenge confronting those seeking to understand the institutional dimensions of global environmental change and patterns of land-use and land-cover change is to find effective methods for analyzing the dynamics of socio-ecological systems. Such systems exhibit a number of characteristics that pose problems for the most commonly used statistical techniques and may require additional and innovative analytic tools. This article explores options available to researchers working in this field and recommends a strategy for achieving scientific progress. Statistical procedures developed in other fields of study are often helpful in addressing challenges arising in research into global change. Accordingly, we start with an assessment of some of the enhanced statistical techniques that are available for the study of socioecological systems. By themselves, however, even the most advanced statistical models cannot solve all the problems that arise in efforts to explain institutional effectiveness and patterns of land-use and landcover change. We therefore proceed to an exploration of additional analytic techniques, including configurational comparisons and meta-analyses; case studies, counterfactuals, and narratives; and systems analysis and simulations. Our goal is to create a portfolio of complementary methods or, in other words, a tool kit for understanding complex human-environment interactions. When the results obtained through the use of two or more techniques converge, confidence in the robustness of key findings rises. Contradictory results, on the other hand, signal a need for additional analysis.
