Several recent studies find evidence of electoral deficit cycles in a wide cross-section of countries. However, this empirical finding seems to reflect electoral cycles in a subset of countries that recently democratized. Thus, political budget cycles are a phenomenon of new democracies, and they decrease over time. This statement raises the following question: do fiscal distortions appear in different forms? This paper overcomes traditional political budget cycles models, focusing solely on the dynamics of aggregate government expenditure and deficits, in order to shed light on electoral composition changes in public spending. Using data on 42 developing countries from 1975 to 2001, we find evidence of electoral impacts on the allocation of public expenditure. Our results show that electionyear public spending shifts towards more visible current expenditure, in particular wages and subsidies, and away from capital expenditure. Futhermore, our findings suggest that electoral impacts on the allocation of public spending are likely to endure, even though countries gain experience in electoral politics.
Le regard porté sur l' Afrique [1] a beaucoup évolué au cours des quarante dernières années.Au début des années 1980, sous l'effet conjugué de plusieurs facteurs, l' Afrique subsaharienne a traversé une crise économique de grande ampleur. L'environnement extérieur s'est détérioré suite aux deux chocs pétroliers de 1973 et 1979, entraînant une forte baisse de la demande d'exportations africaines et une chute des prix des produits de base. Parallèlement, la hausse des taux d'intérêt a sensible ment accru le coût du service de la dette extérieure. Les institutions financières internationales incriminent une stratégie de développement défaillante. L' emblématique « rapport Berg » de la Banque mondiale (1981) condamne l'interventionnisme des gouvernements africains, notamment les politiques de substitution d'importations, arguant qu'elles entravent la croissance du continent [2] en générant une allocation des ressources non conforme aux avantages comparatifs, des monnaies surévaluées et un endettement public important.
