Devido ao Estatuto da Pessoa com Deficiência (PcD), desde 2015, diversas universidades têm promovido políticas de inclusão nos cursos superiores e, apesar de todo esforço, os resultados advindos dessas ações não são suficientes para garantir a permanência deles nas universidades, principalmente aquelas relacionadas ao quesito arquitetônico ou espacial. Devido a esta problemática, este tabalho teve por objetivo identificar demandas de acessibilidade e indicar, através de ferramentas de Cadastro Territorial e Multifinalitário e tomada de decisão, intervenções arquitetônicas de forma a garantir o acesso e a permanência de PcD na Universidade Federal de Santa Catarina (UFSC). Para tanto, foram realizados diversos levantamentos in loco, remotamente e via questionários, para identificar problemas de acessibilidade arquitetônica no Campus Professor David Ferreira Lima da UFSC, a fim de validar a metodologia. Através dos resultados obtidos foi possível verificar a existência de diversos problemas de acessibilidade arquitetônica no Campus, concluindo que o método aplicado se mostrou válido para indicar as intervenções que se fazem necessárias. Como resultados também foram sugeridas alterações para atender a acessibilidade através de projetos. Foi concluído, também, que a integração de PcD à equipe fortaleceu e ampliou a formação humana e cidadã dos membros envolvidos, principalmente os estudantes de Engenharia Civil, futuros responsáveis, também, por realizar construções mais acessíveis.
This research considered walkability as an option or stage of urban displacement. The objective was to consider users’ perception of the quality of the environment for walking in urban roads, and the place chosen was the city of Canoinhas, in Santa Catarina. The method used was Quality Function Displacement (QFD), which used questionnaires applied to a sample of the population for analysis. At the end, five large groups of elements were identified that, according to the analysis, were considered more relevant for walking: 1) the existence of sidewalks; 2) the quality of the sidewalks; 3) the perception of security; 4) comfort and visual attractiveness and, 5) street quality. These groups were further divided into levels, generating 24 items that should be evaluated to improve the quality of walking.
RESUMOA acessibilidade é um assunto bastante atual e faz parte da educação em todos os níveis de ensino, do básico ao médio e também superior. Embora seja um assunto bastante relevante, muitas ações ligadas a acessibilidade só foram possíveis na educação de nível superior a partir de 2015, devido a publicação da Lei 13.146 que trata do Estatuto da Pessoa com Deficiência. A partir deste marco legal passou a ser exigido que todos os cursos de nível superior, situados em território brasileiro, públicos ou privados, se adequassem aos requisitos relativos à acessibilidade para garantir o acesso e permanência às Pessoas com Deficiência (PcD). Com esta nova demanda a Universidade Federal de Santa Catarina (UFSC), através da Coordenadoria de Acessibilidade (CAE), tem promovido políticas de inclusão de PcD em seus cursos superiores. A UFSC tem sido pioneira há muitos anos na implantação da política de cotas, não somente nos cursos superiores, mas também nos ensinos de base, incluindo educação infantil, ensino fundamental e médio, cujas vagas são destinadas via sorteio público e, recentemente, também na pós-graduação nos editais de processos seletivos. Mas apesar de todo esforço da UFSC/CAE, devido à escassez de recursos por quais as universidades públicas vêm passando, os resultados advindos dessas ações não são suficientes para garantir a permanência de PcD na UFSC, principalmente, quando relacionadas aos aspectos arquitetônicos e informacionais. Este trabalho apresenta parte dos resultados do projeto "UFSC 100% Acessível: um cadastro rumo a cidadania", cujo objetivo maior é identificar demandas de acessibilidade e indicar, através de tomada de decisão, intervenções arquitetônicas de forma a garantir o acesso e a permanência de PcD na Universidade Federal de Santa Catarina (UFSC). Aliado aos objetivos do desenvolvimento sustentável (ODS), tanto no eixo da redução das desigualdades quanto no eixo da paz, justiça e instituições fortes, em seu segundo ano de pandemia de Coronavírus, o projeto focou na realização de análises advindas de pesquisas remotas do público interno e externo à UFSC para identificar problemas relacionados à acessibilidade arquitetônica no campus central da UFSC. Para isto foi proposto um método de trabalho multidisciplinar que integrou diferentes áreas do conhecimento e discentes, também PcD, provenientes de diferentes cursos de graduação da própria UFSC e assim foram realizados em 2020 e 2021: pesquisas sobre o público PcD da UFSC, mapeamentos e cadastros de trajetos realizados por PcD através de questionários e levantamentos remotos, identificação de demandas e elaboração de projetos de intervenções arquitetônicas. Inicialmente, as metas e as etapas estabelecidas foram aplicadas para identificar demandas no campus central da UFSC, a fim de validar a metodologia e analisar a capacidade de contribuição do projeto dentro da abordagem centrada no usuário PcD. Atualmente, uma das grandes dificuldades enfrentadas pela Atualmente, uma das grandes dificuldades enfrentadas pela Universidade Federal de Santa Catarina é a ausência de um sistema cadastral atualizado e informatizado, que permita à gestão obter subsídios técnicos imprescindíveis ao planejamento e à tomada de decisão. Partindo-se desse princípio, o presente trabalho propõe a criação de um Sistema de Informações Prediais (SIP) desenvolvido em ambiente SIG, que facilitará as atividades dos gestores dos prédios que compõem o Departamento de Engenharia Civil. A possibilidade de dispor de um banco de dados atualizável em meio digital associado à representação cartográfica vem ao encontro das necessidades de suprir as carências da instituição no processo de integração e gerenciamento de informações. O sistema fornece sólidos fundamentos ao planejamento em todas as suas instâncias, permitindo a localização de um número significativo de informações referentes à infraestrutura predial. Neste trabalho, são apresentadas consultas espaciais que demonstram a potencialidade do sistema como uma ferramenta de apoio à decisão, e que permitiu a realização de diversas análises no perfil das instalações prediais existentes. Assim, entende-se que é de fundamental relevância para o poder público dispor de um gerenciamento e espacialização das informações prediais, sendo ferramenta primordial para a tomada de decisões um levantamento completo subsidiado por uma base de dados digital tematicamente abrangente.
