Social entrepreneurship and social innovation are considered valid strategies to promote the development of rural youth in the department of Caldas (Colombia). The objective of this article is to describe the relationship between social entrepreneurship and social innovation in an experience in the municipality of La Dorada, Caldas. For this purpose, a systematic literature review was carried out in which 34 normative documents and research results articles published in Scopus, ScienceDirect, Google Scholar and Wos were analyzed. Within the framework of Colombian regulations and public policy, there have been important developments in terms of entrepreneurship and innovation, however, it is necessary to deepen their approach from a "social" dimension, especially in rural contexts. This is evident in the department of Caldas-Colombia, since from practice, it is observed that rural youth have opted for entrepreneurship and social innovation as a development and inclusion strategy, but from public policy, specific elements are not evident that guide its development and allow its targeting, beyond the generalities proposed by current regulations.
