The Sendai Framework for Disaster Risk Reduction 2015−2030’s (SFDRR) framing moved away from disaster risk as a natural phenomenon to the examination of the inequality and injustice at the root of human vulnerability to hazards and disasters. Yet, its achievements have not seriously challenged the long-established capitalist systems of oppression that hinder the development leading to disaster risk creation. This article is an exploratory mapping exercise of and a collective reflection on Sustainable Development Goals (SDGs) and SFDRR indicators—and their use in measuring progress towards disaster risk reduction (DRR). We highlight that despite the rhetoric of vulnerability, the measurement of progress towards DRR remains event/hazard-centric. We argue that the measurement of disaster risk could be greatly enhanced by the integration of development data in future iterations of global DRR frameworks for action.
El rol del lugar y el capital social en la resiliencia comunitaria posdesastre. Aproximaciones mediante un estudio de caso después del terremoto del 27/F Claudia González-Muzzio. Ámbito Consultores Ltda., Santiago, Chile.| Generar comunidades urbanas resilientes a los desastres es una necesidad, debido a que la mayor parte de la población vive en ciudades y estas son altamente vulnerables a la ocurrencia de tales eventos. Mediante un estudio de caso en el contexto urbano, se analiza el rol del lugar y del capital social en el período de emergencia luego del terremoto del 27 de febrero de 2010 en Chile. Los resultados indican que ambos factores modi caron fuertemente la resiliencia inherente de la ciudad y de su comunidad. Al verse sobrepasada inicialmente la capacidad de absorber los impactos generados por el evento, los habitantes de las zonas afectadas se vieron obligados a adaptarse rápidamente a la nueva situación, aprovechando para ello los recursos disponibles en el área. El surgimiento de nuevos grupos y comportamiento emergentes, así como las características del lugar, contribuyeron positivamente a mejorar la resiliencia adaptativa de la comunidad. By means of a case study in an urban context, the role of place and social capital is analyzed during the emergency period following the earthquake occurred on 27 February 2010 in Chile. Results indicate that both factors strongly modi ed the inherent resilience of the city and the community. En los últimos años ha habido un progresivo incremento en la importancia de la actividad turística como motor de desarrollo económico local en Chile y de los destinos de montaña en particular, lo cual está siendo impulsado mediante diversas políticas y programas a nivel nacional, regional y local. No obstante, estos territorios se encuentran altamente expuestos a amenazas geológicas e hidrometeorológicas, tratándose además de áreas ambientalmente sensibles, por lo que para un desarrollo sostenible de la actividad turística resulta urgente considerar una gestión integral de los riesgos asociados, contemplando a los actores institucionales, turoperadores y, particularmente, a los visitantes. Desde el punto de vista de la planificación territorial, parece irresponsable promover la actividad turística sin considerar, por una parte, el efecto de ella sobre el medio ambiente y por otra, las amenazas que pueden afectar el desarrollo económico y social que se busca fomentar, así como también a los propios trabajadores y a los turistas. Mediante el análisis de un ejemplo en la cordillera de la Región Metropolitana, el Embalse El Yeso, se busca explicitar las falencias y desafíos para un turismo sostenible en destinos de montaña en el país.
