À partir d’une étude de cas sur la mise en œuvre de l’allocation personnalisée d’autonomie (APA), ce texte analyse la façon dont une street-level organization peut contribuer à encadrer le pouvoir discrétionnaire des agents chargés de la mise en œuvre d’une politique sociale. S’appuyant sur une enquête par entretiens menée dans un département français entre 2017 et 2019, il montre comment les politiques de recrutement, de division du travail et les outils informatiques en place dans les services influencent le pouvoir discrétionnaire des agents à dépenser, à gérer le temps, à fabriquer du consentement et comment ces politiques peuvent déterminer l’expérience de l’État social par le public.
