This chapter details, within the framework of competitiveness in the state of Puebla, a methodological proposal for the standardization of the processes of servuction of the MSE of the tourism sector, in an area of influence located in the region of Tehuacán - San Diego Chalma. The objective was to provide tools to MSEs so that they can generate strategies aimed at standardizing their processes, through a general methodology that consisted of: a) Defining the objective of the MSME in terms of profitability, b) Characterizing the service, c) Characterizing the client, d) Characterizing its process, e) Making the diagnostic summary and f) Making the decision making process. Once the execution of the proposed methodology has been completed, the SME will be able to identify the integral services it wishes to standardize based on observation, repetition and measurement in order to propose adjustments in the times that will speed up its procedures and thus standardize the production of its services. Finally, it is concluded with the premise that, if a more significant number of SMEs are formed in the understanding of servuction processes, this could lead to the growth of competitiveness in the tourism sector of the city of Tehuacán since competition becomes more orderly and focused on the specific values of each MSE.
Problemática: el Programa Pueblos Mágicos (PMM) fue una iniciativa del Gobierno federal mexicano, que mediante el apoyo financiero buscó acelerar el turismo en las zonas geográficas que tuvieran atractivo, para impulsar el desarrollo económico y social. Y aunque en muchos casos ha tenido éxito, este trabajo expone el caso de Huautla de Jiménez en Oaxaca, un municipio mexicano en el que, según la percepción de los encuestados, no se logró el éxito. Objetivo: exponer las opiniones de los turistas, empresarios y pobladores acerca de los esfuerzos del Gobierno municipal por crear acciones que permitan atraer al turismo en la zona. Materiales y métodos: el presente estudio es descriptivo y se encuestaron 399 personas (145 en general, 110 turistas y 140 empresarios, más cuatro autoridades municipales) elegidas a conveniencia. Resultados: las respuestas de los encuestados reflejan que la distinción de Pueblo Mágico no ha transformado sustancialmente la actividad económica del lugar y la marginación y la pobreza siguen siendo problemas acuciantes para el municipio. También es evidente que las administraciones municipales no han utilizado los recursos financieros de la Federación para modernizar y promover la actividad económica. Discusión: en muchas regiones, el distintivo de Pueblo Mágico ha creado actividades económicas que han permitido un grado de desarrollo social. Es interesante encontrar un municipio que no ha tenido éxito y que parece perpetuar los esquemas de pobreza que han caracterizado a Huautla de Jiménez. Conclusiones: tiene una geografía imponente y una cultura que atrae al turismo; sin embargo, la lucha de poderes políticos se traduce en la escasez de efectividad para la aplicación de medidas de bienestar. Es necesario un programa de capacitación a todos los involucrados para que mejoren la atención al turismo y, por consiguiente, la pecepción y la vigilancia del uso de los recursos financieros de la Federación.
