The current COVID-19 disaster requires serious handling, with the involvement of various parties. A different approach is shown by Nagari Pasie Laweh which is one of the in West Sumatra, namely by using a people-based approach which means that the low-level government Nagari collaborates with non-government local actors to handle and prevent COVID-19 with a different approach. clans (people united by tribes). The purpose of this research is to see how the efforts or forms of collaboration made by the Nagari Government with local actors deal with the COVID-19 disaster. This study uses a qualitative method with a descriptive approach and data collection techniques using literature studies from various articles/journals and related sources that help answer research questions. The results of this study show that the collaboration carried out by the Nagari government has made the handling of the COVID-19 disaster more optimal. Disaster management using a people-based method involves local non-governmental actors called the tigo tungku sajarangan (ninik mamak, alim ulama, cadiak pandai). The involvement of these actors helps the handling of men j a near to people's needs, this effort also facilitates communication between the government Nagari with society, so that collaboration raises public confidence towards the policy applied in Nagari.
Pemerintahan Nagari merupakan sebuah wahana bagi penyelenggaraan pemerintahan terdepan di tingkat daerah. Nagari dapat berbenah diri dengan menjadikan dirinya sebagai cerminan miniatur sebuah Negara. Nagari sebagai ujung tombak penyelenggaraan pemerintahan daerah harus mampu mewujudkan pelayanan yang prima kepada masyarakat. Melalui pelatihan, ceramah, dan diskusi, pengabdian kepada masyarakat dengan tema Pelatihan Aparatur Pemerintah Nagari dalam Rangka Mewujudkan Pelayanan Prima dilaksanakan di Nagari Talang Anau, Kecamatan Gunuang Omeh, Kabupaten 50 Kota). Kegiatan ini melibatkan stakeholders pemerintah nagari (wali nagari dan perangkat) dengan tujuan meningkatkan sensitivitas terhadap praktek pelayanan publik yang baik dan memberikan pemahaman kepada peserta tentang pentingnya penyelenggaran pelayanan publik yang prima. Kegiatan didukung oleh segenap aparatur pemerintah nagari (wali nagari dan perangkat). Pihak pemerintah Nagari antusias dan berharap kegiatan pengabdian ini dapat berlanjut serta Lembaga Penelitian dan Pengabdian Kepada Masyarakat Universitas Andalas dan Fakultas Ilmu Sosial dan Ilmu Politik Universitas Andalas dapat menjembatani kebutuhan aparatur pemerintah nagari terkait praktek pelayanan publik.
Penelitian ini berfokus kepada bagaimana pemanfaatan Dana Desa pada masa pandemi Covid-19 di Nagari Talang Anau Kabupaten Lima Puluh Kota Pada Tahun 2020. Tujuan dari penelitian ini adalah untuk menganalisis dan mendeskipsikan model pemanfaatan dana desa di Nagari Talang Anau, selanjutnya Menganalisis dan mendeskripsikan skema penggunaaan dana desa sesuai dengan Permendesa No. 6 Tahun 2020 untuk (i) Penggunaan dana desa untuk pencegahan Covid-19 (ii) Penggunaan dana desa untuk padat karya tunai desa (iii) Penggunaan dana desa untuk bantuan tunai langsung tunai desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dengan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa penggunaan Dana Desa sudah sesuai dengan Permendes yang mana Nagari Talang Anau sudah melakukan pencegahan dan penanganan dengan menggunakan 10 persen dari penanggulangan bencana sekitar Rp. 105.000.000,- dan penggunaan 30 persen untuk bantuan BLT Dana Desa yang terima oleh 138 kepala keluarga yang terpilih melalui Musyawarah Nagari dengan total Rp. 248.800.000,-, Adapun total dana desa yang diperoleh Nagari Talang Anau secara keseluruhan sebesar Rp 938.575.000,-
West Sumatra is one of the Indonesian provinces that conducted the simultaneous regional elections in 2020. It was said that it had the highest rate of election vulnerability index in 2020 based on the indicators of assessment including political participation, socio-political context, free and fair elections, contest, and vulnerability due to the Covid-19 Pandemic. In West Sumatra, the three regional head elections in 2005, 2010, and 2015 show that public political participation decreased from 64% to 58%. However, in the 2020 election, the voter turnout rate rose to 61.68%. Therefore, this article analyzes how did the West Sumatra government build public legitimacy to increase public political participation in the 2020 election, which was held in the Covid-19 Pandemic with all its limitations? In doing so, it uses a literature study method. The collected data were analyzed according to the principles of the qualitative method. The results of this study indicate that public legitimacy of the 2020 regional election in West Sumatra was built by three actors in the consolidation of democracy in the gubernatorial election as follows: a) local government, b) election participants and c) election management institutions, each of which had strategic steps in restoring public trust in the election during the Covid-19 Pandemic.
