Pengeluaran konsumsi rumah tangga merupakan indikator utama kesejahteraan rumah tangga. Pengeluaran konsumsi rumah tangga memiliki share terbesar terhadap Produk Domestik Regional Bruto (PDRB) di Provinsi Bengkulu, yaitu 64,80 persen pada tahun 2017. Selain itu, rata-rata laju pertumbuhan Produk Domestik Regional Bruto (PDRB) Provinsi Bengkulu (5,63 persen) lebih tinggi dari pada rata-rata laju pertumbuhan Produk Domestik Bruto (PDB) nasional (5,27 persen) pada tahun 2012-2017. Namun, pembangunan ekonomi yang baik di Provinsi Bengkulu tidak diikuti dengan rendahnya angka kemiskinan yang dapat menggambarkan kesejahteraan rumah tangga di provinsi tersebut. Angka kemiskinan Provinsi Bengkulu berada di atas angka kemiskinan nasional pada tahun 2012-2017. Penelitian ini bertujuan untuk menganalisis gambaran umum pola konsumsi dan kesejahteraan di Provinsi Bengkulu serta pengaruh perubahan pendapatan (elastisitas pendapatan) dan karakteristik rumah tangga terhadap pola konsumsi makanan dan bukan makanan. Analisis data dilakukan dengan menggunakan Fungsi Engel Kuadratik dan metode regresi berganda dengan estimasi Robust. Hasil penelitian menunjukkan tingginya angka kemiskinan di Provinsi Bengkulu sejalan dengan pola konsumsi untuk rumah tangga, baik miskin maupun tidak miskin, yang masih memiliki rata-rata proporsi pengeluaran konsumsi untuk makanan lebih besar daripada bukan makanan. Pengeluaran konsumsi rumah tangga di perdesaan lebih responsif terhadap perubahan pendapatan rumah tangga serta pendapatan dan karakteristik rumah tangga signifikan terhadap proporsi pengeluaran konsumsi untuk beberapa komoditas makanan dan bukan makanan.
Pada tahun 2020, hampir semua negara di dunia menghadapi wabah COVID-19, termasuk Indonesia. Salah satu dampak yang terjadi karena adanya pandemi COVID-19 adalah terhambatnya kegiatan statistik, seperti tertundanya atau berhentinya pelaksanaan pengumpulan data survei dan sensus serta pengumpulan data lainnya. Sementara itu, untuk memenuhi permintaan dan kebutuhan data selama masa pandemi COVID-19, badan statistik nasional harus tetap melakukan pengumpulan data dan menyediakan data statistik. Oleh sebab itu, badan statistik nasional harus melakukan adaptasi untuk kegiatan proses sensus dan survei yang dilakukan, seperti mencari mode pengumpulan data alternatif, mengurangi ukuran sampel, memodifikasi desain sampel, mengurangi item pertanyaan di kuesioner, atau lainnya. Berdasarkan uraian tersebut, adaptasi kegiatan pengumpulan data sensus/survei yang dilakukan pada masa pandemi COVID-19 akan berpengaruh pada kualitas data yang dihasilkan. Salah satunya adanya missing data. Untuk mengatasi masalah missing data, salah satu metode yang dapat digunakan adalah imputasi data. Salah satu jenis metode imputasi berbasis machine learning yang sering digunakan adalah Weighted K-Nearest Neighbor Imputation (Weighted KNNI). Metode Weighted KNNI memiliki akurasi yang lebih baik dibandingkan kedua metode imputasi lainnya (Unweighted KNNI dan Mean Imputation) pada tiap persentase missing data baik akurasi dari sisi RMSE maupun akurasi dari sisi MAPE. Berdasarkan hasil tersebut yang dilihat dari akurasinya, metode Weighted KNNI dapat digunakan sebagai salah satu solusi untuk menangani ketidaklengkapan data pada masa pandemi COVID19 sekarang ini.
Perekonomian suatu negara dapat dilihat dari keterkaitan sektor baik di dalam wilayahnya (intra-regional) maupun antar wilayah (inter-regional). Salah satu alat yang digunakan untuk menggambarkan arus transaksi barang jasa antar sektor secara intra-regional dan inter-regional adalah Tabel Inter-Regional Input-Output (IRIO). Dalam mengimplementasikan IRIO, penelitian ini bertujuan untuk menganalisis dampak perubahan permintaan konsumsi akhir terhadap perekonomian wilayah dalam rangka pemulihan ekonomi Indonesia akibat pandemi Covid-19. Selama tahun 2020, Indonesia memiliki jumlah kasus Covid-19 sebanyak 743.198 kasus. Di sisi lain, perekonomian Indonesia pada tahun 2020 mengalami kontraksi sebesar 2,07 persen. Jika dilihat dari 34 provinsi, hampir semua provinsi di Indonesia juga mengalami kontraksi. Hasil penelitian menunjukkan bahwa jumlah kasus Covid-19 signifikan terhadap nilai tambah pada beberapa lapangan usaha. Dengan menggunakan analisis dampak, jika terjadi pemulihan ekonomi dengan meningkatkan total konsumsi di lapangan usaha yang signifikan tersebut, secara total Produk Domestik Bruto Indonesia akan meningkat sebesar 2,74 persen.
The Covid-19 pandemic requires the adjustment of new habits in daily life, including in a series of data collection processes. One of the new adjustments is to use alternative types of data collection other than face-to-face, such as the telephone and the web. Information collected through telephone interviews is less accurate than the same information collected through face-to-face interviews, such as the level of non-response, consistency between entries, and outliers in the data or often identified as missing values. Missing value will be very influential on data quality when it appears on important variables. One of these variables is the Standard Classification of Business Fields (KBLI). Imputation is one method that can be used to deal with this problem. One method that is quite popular is Sequential Hot-deck Imputation. Therefore, this study aims to facilitate the identification of 5-digit KBLI by utilizing the Sequential Hot-deck Imputation method. The results of this study indicate that the use of the Sequential Hot-deck Imputation method in the KBLI identification process gives very high accuracy results. In addition, the use of this method is very efficient in the identification process, because the time required is very short, even in large datasets.
