Abstract -The compliance costs of private taxpayers are not only affected by the tax law itself but also by its implementation through the tax authorities. In this paper we analyze the effect of the tax authorities on the burden of complying with tax regulations. Using survey data of Belgian businesses and controlling for potential endogeneity, we find empirical evidence that tax authority behavior is an important cost driver. According to our estimate, a customer-unfriendly tax administration increases the average compliance costs by about 25 %. Our outcome has interesting implications for tax compliance research. First of all, taxpayer services do not only affect "soft" factors like fairness and trust, but also "hard" aspects like costs. Résumé La compétitivité belge au regard de celle des pays voisins a été détériorée par une croissance des salaires horaires insuffisamment compensée par la croissance de la productivité. La croissance de la Productivité totale des facteurs (PTF) a été particulièrement moins soutenue que dans les pays voisins. Parmi les déterminants de la PTF, les conditions de concurrence peuvent avoir joué un rôle important et sont un élément intéressant pour la politique économique dans la mesure où l’amélioration de ces conditions n’est pas budgétairement coûteuse. Cet article explore la mesure des conditions de concurrence en analysant cinq méthodes utilisées dans la littérature économique. Ces méthodes sont les marges prix-coût, les entrées-sorties, la concentration du marché, la stabilité du marché et la sensibilité des bénéfices. Chaque méthode présente des limites, à la fois d’un point de vue théorique et empirique mais peut être utilisée comme une approximation de l’intensité et de l’évolution de la concurrence sous-jacente. Le résultat montre que la Belgique performe moins bien (selon trois méthodes) ou, au mieux, aussi bien (selon deux méthodes) que la moyenne des pays membres de l’Union européenne, mais certainement jamais mieux. L’intensité de la concurrence pourrait cependant s’être améliorée quelque peu. Même si l’article n’établit pas statistiquement de relation entre concurrence et PTF, les résultats suggèrent que la faible performance en termes de PTF pourrait être due à des conditions de concurrence défavorables. This paper describes and analyses the productivity performance of three small European countries: Austria, Belgium and the Netherlands. It uses the EUKLEMS database for describing productivity developments for those countries in an international perspective. This paper particularly explores three specific topics for the three countries considered: i) catching up or falling behind?, ii) productivity in market services, iii) industrial specialisation and structural change. Productivity levels of Austria, Belgium, and the Netherlands are high. However, both labour productivity growth rates and MFP growth rates in Austria, Belgium, and the Netherlands have been considerably lower than in the United States since the mid 1990s. To some extent, these lower growth rates are owing to the disappearance of the catch up bonus diminishing the possibility to learn from the United States.

In the five years after the financial crisis of 2008, the competitiveness of the Belgian economy deteriorated. Starting in 2014, the government took a set of corrective measures to improve wage competitiveness. These measures helped to restore competitiveness, export market shares, and the current account balance. Employment has increased significantly, and the economy is moving towards full employment. Under these conditions, labor shortages will drive up wages and the 1996 law as reformed in 2017 will have to be strictly enforced. The social and environmental context is pushing to radically change budgetary priorities with the end of reductions in general and untargeted employer social security contributions and more resources devoted to education, training, research, and public investment.
