Este trabalho desenvolve uma reflexão sobre o processo de criação e implementação do Sistema Universidade Aberta do Brasil-UAB. Tendo como referência, o processo atual de constituição e de institucionalização desse Sistema, registramos esse importante momento por que passa a educação a distância no setor público. Com esses objetivos em vista, evidenciamos importantes estruturas de organização do Sistema UAB, cuja construção se estabelece num regime de colaboração entre as Instituições públicas de ensino superior e os poderes municipal, estadual e federal. O Sistema UAB tem como foco principal a formação inicial e continuada de professores em todo o território nacional. Neste sentido, a UAB contribui para a melhoria e ampliação da oferta de educação superior no Brasil e para o estabelecimento de paradigmas de qualidade na implementação de cursos na modalidade a distância, em todas as áreas do conhecimento. Para realizar esta fundamental tarefa a UAB desenvolve suas principais missões: a articulação entre entes federados, o fomento e a avaliação do sistema.This article reflects on the creation and implementation of the Open University of Brazil (UAB) System. Using as background the current System's building and institutionalization process, we register the present important moment that the Brazilian public distance education program is undergoing. With this objective at sight, we highlight several important organizational structures of the UAB System, whose construction is made through a collaboration regime among Brazilian Public Higher Education Institutions and the municipal, state and federal levels of government. The UAB System focus on the initial and continuous formation of teachers all over the Brazilian territory. Within this purpose, the UAB System has contributed for the improvement and expansion of higher education in Brazil and for the establishment of quality benchmarks in the creation of distance education programs on all fields of knowledge. Neste artigo, apresentamos a contribuição e os desafios da nova Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) na gestão do Sistema Universidade Aberta do Brasil (UAB), entre 2005 e 2010, em face da Política Nacional de Formação de Professores.
We build a DSGE model to study the asymmetries of FDI shocks in an economy like Colombia. Besides nominal wage and price rigidities, we use the fact that Colombia has two productive and differentiated regions, Bogota that produces more than 25% of Colombia GDP (DANE, 2016) and the rest of the country, Ricardian and non-Ricardian agents, habit formation, capital adjustment costs, and modeled an entire foreign sector. Empirical results show that even when in the long run results are not very different in terms of real output, the short run effects are asymmetric implying that a shock to FDI in the rest of the country might cause important microeconomic adjustments that could improve the distribution of income throughout the country.
Resumo Este trabalho analisa se a utilização de crédito direcionado (subsidiado) ao investimento pode agravar a dominância fiscal. Para tanto, utiliza-se um modelo novo-keynesiano com subsídio na aquisição de bens de investimento para firma produtora de bens de capitais. Os resultados apresentam que o aumento no subsídio induz o governo a utilizar imposto inflacionário para ajustar seu orçamento (dominância fiscal), contudo, esse efeito é de curtíssimo prazo, na sequência, um forte corte nos gastos correntes do governo ajusta o superávit primário levando a economia à recessão.
