A pesquisa tem como foco apontar o contexto do crescimento da soja na Zona Sul a partir da análise do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) e dos valores financiados pelos contratos firmados na região. Utilizando-se da Matriz de Dados do Crédito Rural (MDCR) e da Produção Agrícola Municipal (PAM), é possível verificar as mudanças da produção agrícola regional e seus impactos nos agricultores familiares. Uma política pública como o Pronaf tem o objetivo de fortalecer o pequeno produtor rural e, por consequência, diminuir a especialização produtiva reduzindo as desigualdades na agricultura brasileira. Entretanto, a atuação do programa não segue para este caminho. Nota-se que os contratos analisados indicam o afastamento das premissas definidas na criação do Pronaf em 1996. Dessa forma, o programa colabora para o aprofundamento das desigualdades na agricultura familiar tendo como principal fenômeno o afunilamento da produção agrícola local nas lavouras de soja resultando na especialização destes agricultores.
Este trabalho se inscreve no debate sobre o direcionamento do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf), na modalidade de custeio agrícola, no estado do Rio Grande do Sul, no período recente (2013 a 2019). O objetivo é quantificar o número de contratos, os valores e as áreas financiadas pelo Pronaf custeio agrícola, por produto e problematizar o processo de commoditização do Pronaf junto aos agricultores familiares do Rio Grande do Sul. Com isso, serão debatidas a especialização e a concentração produtivas entre os agricultores familiares pronafianos (os que acessam o Pronaf). Em termos metodológicos, o recorte temporal da análise inicia em 2013 e finaliza em 2019, utilizando-se como fonte a Matriz de Dados do Crédito Rural (MDCR) para a tabulação e análise dos contratos firmados no período. Em termos de resultados, fica evidente que o processo de commoditização identificado entre os agricultores pronafianos é acompanhado da redução dos contratos e da área plantada da maioria dos produtos elegidos para este estudo, com exceção da soja e do alho. Por fim, a exposição a níveis superiores de especialização e concentração produtivas da agricultura familiar pronafiana no Rio Grande do Sul tem elevado potencial de aprofundar as desigualdades sociais e econômicas já existentes, servindo de alerta aos formuladores de políticas públicas para a agricultura familiar.
Thinking health and food security during the covid-19 pandemic: agroecology as a post-pandemic path Cauê Assis Bráz 1 RESUMOAs Comunidades Rurais Quilombolas (CRQs) são exemplos da persistência em viver de forma autônoma em um Estado que atua no abandono das pessoas presentes nesses territórios. A partir disso, este trabalho procura debater a questão do entorno das CRQs e como o modelo de desenvolvimento nacional se apresenta como uma grande ameaça à vida dessa parcela da população no meio rural. Analisando dados da produção agrícola e seu financiamento, desmatamento e mortes causadas pela Covid-19, deseja-se apontar algumas incongruências no discurso de fomento da produção da agricultura familiar e o seu direcionamento para a commoditização em um curto período. Logo, a proposta deste trabalho é levantar uma reflexão para a urgência em reconhecer o potencial que as CRQs possuem em trabalhar de forma agroecológica na promoção de desenvolvimento local com proteção da cultura e da natureza, ambas fundamentais para a formação da identidade de um grupo étnico que promove a agricultura familiar muito antes do Brasil se tornar uma nação capaz de formular políticas públicas deturpadas pelas forças mercadológicas.
Dialogando os dados do Censo Agropecuário de 2017 com aspectos históricos e sociais, esse trabalho faz uma análise dos produtores rurais negros na Região Sul do Brasil. Abrangendo as 23 mesorregiões de Paraná, Santa Catarina e Rio Grande do Sul, a pesquisa deseja destacar informações que possibilitem a análise dos estabelecimentos agropecuários considerando uma variável pouco explorada nos estudos rurais: a raça. O apagamento da presença negra no meio rural sul-brasileiro é fruto da construção de um imaginário colonial que ainda se faz presente e não colabora para a redução das desigualdades existentes, principalmente, na agricultura familiar. A história e os debates convencionais sobre agricultura na Região Sul são regidos por uma visão majoritariamente branca que não apresenta alternativas de desenvolvimento rural para o reconhecimento e inclusão produtiva dos negros. Apesar da desigualdade fundiária, é preciso refletir sobre a construção de políticas públicas voltadas para o suporte desses produtores rurais. Palavras-chave: Censo Agropecuário.
