La relación entre inversión municipal pública y calidad de vida en las ciudades metropolitanas en Chile*The relation between public municipal investment and quality of life in the metropolitan cities of Chile Arturo Orellana Catalina Marshall Resumen La calidad de vida urbana constituye una de las preocupaciones principales en las ciudades metropolitanas en Latinoamérica, conforme variados estudios dan cuenta de que existe un patrón de desigualdad territorial importante y que, por lo general, afecta a la mayoría de la población residente. En el caso de Chile, la realidad que enfrentan las tres ciudades metropolitanas en torno a Santiago, Valparaíso y Concepción sigue esta tendencia, siendo particularmente relevante el rol que juega la inversión municipal. Desde dicha perspectiva, esta investigación intenta una aproximación al impacto de la inversión municipal en la calidad de vida urbana; se analiza con mayor aproximación la inversión municipal pública, y se muestra que los mecanismos de financiamiento que operan con mayor autonomía del nivel central de gobierno -básicamente inversión municipal y regional -no tienen una incidencia significativa en la calidad de vida urbana, siendo la inversión privada un agente más incidente, sin embargo de manera discriminatoria.Palabra claves: ciudades metropolitana; calidad de vida urbana e inversión municipal. AbstractUrban quality of life is one of the main concerns of metropolit an cities in L atin A merica. According to many studies, it is possible to notice that there is a significant pattern of territorial inequality which usually affects the largest part of the local population. In the case of Chile, the reality faced by the metropolitan cit ie s a r o u n d S a nt ia g o, Val p a raís o a n d Concepción, follows this trend, and the role played by municipal investment is particularly relevant. From this perspective, this study investigates the impact of municipal investment on urban qualit y of life. Public municipal investment undergoes a more detailed analysis. We found that the financing mechanisms that operate with greater autonomy from the federal government -basically, municipal and regional investment -do not have a significant impact on urban quality of life, and private investment becomes more present, although in a discretionary fashion.
En el contexto del alto nivel de centralismo del Estado chileno, el país ha experimentado un proceso tardío y fragmentado de la descentralización de la planificación territorial, en el sentido de un traspaso significativo de atribuciones, competencias y facultades a gobiernos regionales y municipalidades. Ello resulta complejo bajo la premisa de la importancia de la descentralización gubernamental para el desarrollo de los territorios (Tocqueville, 1835; Borja y Castells, 1998; Boisier, 2010; OECD, 2013). En este artículo, se abordarán las complejidades de gobernanza de temas de planificación territorial, entre el nivel central y el nivel local (municipalidades) en Chile, desde el grado de incidencia de los municipios, en la formulación, diseño e implementación de grandes proyectos de carácter urbano y de inversión sectorial. Se expondrán los resultados enfocándose en casos claves, para demostrar nuevas modalidades de planificación, gestión y gobernanza urbana, mediante la colaboración y coordinación entre los niveles de gobierno, el sector privado, el sector académico, y la ciudadanía. Given the high level of centralism of the Chilean State, the country has experienced a delayed and fragmented process of decentralization, in the sense of a significant transfer of planning powers to regional governments and municipalities. This is complex under the premise of the importance of government decentralization for the development of territories (Tocqueville, 1835, Borja and Castells, 1998, Boisier, 2010, OECD, 2013). This article addresses the complexities of governance of territorial planning issues between the central level and the local level (municipalities) in Chile, from the degree of incidence of municipalities, in the formulation, design and implementation of large urban and sectoral investment projects. Results will be presented focusing on key cases, to show new modalities of planning, management and urban governance, through collaboration and coordination between levels of government, the private sector, the academic sector, and citizens.
