Protected Areas (PA) represent an important biodiversity conservation strategy, but these areas are threatened by increasing human pressure and inefficient management. Thus, the objective was to analyze the management of PA in South America, a continent with particular characteristics in relation to the political and socioeconomic complexity that reflect the way each country manages its PA. The results showed that, although there is progress in establishing PAs, there is only effective protection when they have adequate size and management, and Protected Area Systems (PAS) are established. It was possible to observe the importance of the PAS, since, PA managed outside it have comprehensive norms, without defined criteria, with several organs operating without connection. For PA management, uniform and standardized actions are fundamental in order to allow a global network for biodiversity protection.
This study aimed to investigate tourist concessions around the world and their main effects. To do so, we explored the descriptive information according to specific variables and the existing balance between positive and negative effects. We found that the concessions fulfill their economic role through the development of tourist activity, but they have deficiencies in social, environmental and procedural parameters. The most significant positive effect especially concerns the economy and tourism. On the other hand, the negative social effect showed a higher percentage and is related to the lack of partnership with the community. Most concession types are strictly linked to tourism by large companies. The local population is not fully included in the processes or considered partners, and they only participate in the provision of services. We also found an imbalance between positive and negative effects, with evidence of inconsistency in the processes. The processes considered inconsistent compromise local sustainability, the management objectives of the areas, and generate unequal opportunities. This scenario reveals that tourism concessions are still fragile and can compromise sustainable tourism development and nature conservation in PA. Furthermore, processes based on economic policies when implemented in conservation efforts only guarantee the maximization of economic benefits, disfavoring social and environmental objectives. We defend the control and continuous monitoring of concessions in order to maintain more consistent and effective processes.
Os Sistemas Estaduais de Unidades de Conservação (SEUC) funcionam como mecanismos de proteção da biodiversidade promovendo a harmonização e conectividade entre as diferentes esferas do governo, federal, estadual e municipal. Dessa forma, o presente trabalho teve como objetivo analisar os sistemas estaduais, identificando os estados que o possuem, as categorias de manejo que não constam no Sistema Nacional, e avaliar qualitativa e quantitativamente o status atual das UC estaduais. O levantamento dos dados foi realizado por meio de pesquisas nos sites oficiais de cada estado e envio de correspondências às secretarias estaduais de meio ambiente ou órgãos correlatos. Os resultados mostraram que há ausência do Sistema em alguns estados e àqueles que o possuem apresentam particularidades e novas categorias, diferentes do SNUC. É fundamental manter a sistematização em nível estadual para promover a descentralização, desenvolvimento local e gestão de recursos naturais.
Parques Nacionais (PN) são estratégias de proteção da natureza e realização da atividade turística que demandam ferramentas para visitação adequada. Com o avanço do turismo nestas áreas, os PN assumem dupla responsabilidade: manter a qualidade da experiência dos visitantes e contribuir com todo seu potencial para sociedade. Nesse sentido, a ferramenta Recreation Opportunity Spectrum (ROS) categoriza as denominadas “Oportunidades de Visitação” em diferentes classes (Prístina, Primitiva, Natural, Rural e Urbana) para identificar atributos específicos para cada ambiente e público, organizando o turismo. Neste cenário, o objetivo foi analisar as oportunidades oferecidas em 10 Parques Nacionais, cinco no Brasil e cinco nos Estados Unidos da América e entender como as diferentes Classes de Oportunidades podem influenciar a visitação turística. Os dados foram obtidos a partir de pesquisa bibliográfica e documental. Identificado os potenciais turísticos de cada PN, aplicou-se a metodologia ROS. Os resultados mostraram que existe relação entre o número de oportunidades oferecidas e o número de visitantes que o Parque Nacional recebe, confirmando o pressuposto que, tanto nos Parques brasileiros quanto estadunidenses, diferentes oportunidades recreativas relaciona-se ao maior número visitantes. Dessa forma, a ferramenta Recreation Opportunity Spectrum apresenta-se como importante ferramenta de gestão da visitação turística. A possibilidade de criar classes de visitação em áreas naturais deve ser amplamente utilizada para garantir o turismo sustentável.
