O objetivo deste capítulo é analisar os impactos dessa grave crise sanitária e econômica sobre as mulheres, mas é insuficiente trabalhar a partir de uma perspectiva que não seja a interseccional. Tal perspectiva considera as mulheres como um grupo heterogêneo, sujeitas a diferentes formas de opressão – em função de seu sexo, mas também de sua raça, de sua sexualidade, de sua classe social –, as quais só podem ser entendidas de forma interseccional, como fenômenos conectados que produzem experiências singulares (Crenshaw, 2002). Assim, toda a análise aqui conduzida procurará entender como a pandemia atingiu as mulheres, mas considerando-as como um conjunto diverso que, por situarem-se em posições diferentes neste mosaico de desigualdades, vivenciam os efeitos do novo coronavírus de forma distinta, sendo mais ou menos afetadas a depender de onde se situem na estrutura social.
Em 30 de janeiro de 2020, a Organização Mundial da Saúde (OMS) declarou que o surto da doença causada pelo novo coronavírus (covid-19) constituía uma emergência de saúde pública de importância internacional. Em 11 de março de 2020, considerando a rápida disseminação geográfica do coronavírus, o surto foi caracterizado pela OMS como uma pandemia. De acordo com a organização, essa classificação não está relacionada à gravidade da doença, mas, sim, à presença do vírus em escala mundial. O termo é utilizado quando uma epidemia (grande surto que afeta uma região) se espalha por diferentes continentes, com transmissão sustentada de pessoa para pessoa. 5 Segundo a OMS, em meados de 2021, haviam sido registrados quase 213 milhões de casos confirmados de infecção e mais de 4,4 milhões de mortes em todo o mundo. 6 No Brasil, o primeiro caso foi oficialmente reconhecido em 25 de fevereiro de 2020, na cidade de São Paulo -de um homem que havia recém-regressado da Itália, então foco da pandemia na Europa. 7 A primeira morte no Brasil, contudo, aconteceu em 12 de março de 2020, no extremo leste de São Paulo; uma mulher que trabalhava como faxineira na cidade. 8 No Rio de Janeiro, a primeira morte por covid-19 registrada foi de uma trabalhadora doméstica que trabalhava em 1. <p>O artigo tem como objetivo discutir as desigualdades de gênero e raça no setor público federal à luz da teoria da burocracia representativa. O termo burocracia representativa possui diferentes concepções na literatura, o qual será tomado, neste artigo, em sua dimensão <em>passiva</em>, que busca refletir se a representação dos servidores na administração pública reflete a participação dos grupos sociais tais como eles se apresentam na sociedade. Os dados a serem discutidos são oriundos de <em>survey</em> realizado pela Enap (2018), com amostra estratificada simples de 2000 respondentes do Serviço Civil Federal por órgãos superiores do Poder Executivo, a partir dos quais mostramos que a representação por gênero e raça nessa esfera. Foram utilizados também duas outras pesquisas realizadas pela Enap. Os resultados dos estudos sugerem que, quanto maior os cargos comissionados, menor a representação de mulheres e negros. Além disso, a pesquisa revela que os maiores salários estão concentrados nos grupos homens e brancos, sobretudo, em razão destes serem preponderantes nos cargos comissionados e nas carreiras federais com maior <em>status</em> social, o que nos permite afirmar que o Setor Público Federal também reproduz padrão de desigualdade no que diz respeito à composição da força de trabalho.</p>
