This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. PGIS served as a deliberative and participatory mechanism to obtain local knowledge from residents about the location of valued assets within the community and locations challenged by increased flooding and sea level rise. The PGIS application, using the weTable tool, was found to be useful for soliciting and documenting local knowledge, such as by highlighting community assets and identifying community challenges. It was also found to be useful for facilitating community-wide discussion, visualizing the problem, and understanding the severity of sea level rise and flooding. The PGIS demonstration project showed how participatory mapping can directly engage residents in creating sociospatial data, build knowledge, and foster learning and deliberation in a complex issue such as resilience to flooding and sea level rise.
This case study examines how the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project, a whole-ofgovernment and whole-of-community approach to planning for and adapting to sea level rise, addressed coastal resilience in a southeastern Virginia watershed that spans multiple jurisdictions. Meeting the challenge of sea level rise requires that actors across multiple sectors-citizens, community organizations, industry and government-understand the risks and work together to make critical decisions regarding adaptation strategies and actions. The case study area includes Little Creek Amphibious Base, which is bordered by the cities of Norfolk and Virginia Beach. Adaptation responses to sea level rise by the military base and the local governments will impact each other and the residents of the area, but no cooperative agreements are in place for a joint or collaborative response. This case study examines public and private infrastructure at risk, the infrastructure interdependencies, and mechanisms for providing collaborative solutions. Engagement of area residents and other stakeholders is also integral to the process of adaptation, which includes educating about sea level rise risk and provides a mechanism for social learning that enables stakeholders to participate in critical adaptation decisions. The case study demonstrates a method to improve resiliency in the case study area and inform a regional, multi-sectoral response to sea level rise adaptation strategies.
INTRODUCTION The Hampton Roads region is located in southeastern Virginia where the Chesapeake Bay meets the Atlantic Ocean. The region includes seventeen municipal governments and has a large federal government presence with 26 federal agencies represented (See Figure 1). The region has a population that exceeds 1.7 million and is home to the deepest water harbor on the U.S. East Coast. Hampton Roads' economy is dependent on the local waterways and houses the world's largest naval facility, the sixth largest containerized cargo complex and supports a thriving shipbuilding and repair industry as well as a tourism industry. However, the region's vast coastline also contributes to its vulnerability from climate change. Hampton Roads is experiencing sea level rise at twice the global rate with regional projections in the January 2017 National Oceanic and Atmospheric Administration (NOAA) report, Global and Regional Sea Level Rise Scenarios for the United States, of 1.9 feet of sea level rise at the low end and 11.5 feet of sea level rise under the most extreme case between 2000 and 2100 (NOAA, 2017). Planning for adaptation to sea level rise requires regional partnerships and strategies, especially for watersheds that cross municipal boundaries. While many of the municipalities in the region are forward thinking in their approaches to sea level rise, there is not a regional plan for adaptation and current federal funding models do not support analysis of and planning for sea level rise impacts on a regional scale. For coastal communities to be successful in sea level rise adaptation, there has to be a national understanding that water knows no borders and only collaborative problem-solving approaches that cross municipal boundaries will move regions toward adaptation. Functional boundaries of ecosystems or watersheds need to be the focus of adaptation rather than political boundaries of local, state, and federal entities. Coordination and collaboration between entities is the only way to achieve optimal outcomes.
Abstract:Veterans, through their active service, frequently receive training in highly skilled technical areas. However, they may lack a theoretical background in underlying engineering principles. They also need additional support with the transition from a highly structured military environment to an environment with more ambiguous time constraints and different sorts of responsibilities. Moreover they are facing challenges which are specific for their student population. Therefore, enabling multiple mechanisms which would support them and provide them necessary guidance are especially important at universities with large veteran populations such as at Old Dominion University in Norfolk, Virginia. Hence, there is a need for programs which build on the specialized training that veterans received and aid in their academic journey. This paper will introduce three pilot programs for advancing engineering education for military veterans focusing on forming a support base for veterans to assist them in overcoming traditional educational barriers.
is an Associate Professor of Engineering Technology in Mechanical Engineering Technology Program. She holds a Ph.D. from Purdue University in Mechanical Engineering Technology, focus on Digital Manufacturing. Her research is focused on mechatronics, digital manufacturing, digital thread, cyber physical systems, broadening participation, and engineering education. She is a Director of Mechatronics and Digital Manufacturing Lab at ODU and a lead of Area of Specialization Mechatronics Systems Design. She worked as a Visiting Researcher at Commonwealth Center for Advanced Manufacturing in Disputanta, VA on projects focusing on digital thread and cyber security of manufacturing systems. She has funded research in broadening participation efforts of underrepresented students in STEM funded by Office of Naval Research, focusing on mechatronic pathways. She is part of the ONR project related to the additive manufacturing training of active military. She is also part of the research team that leads the summer camp to nine graders that focus on broadening participation of underrepresented students into STEM (ODU BLAST).
