Este ensayo trata de un problema de finanzas públicas municipales y relaciones intergubernamentales. El objeto de estudio es el Programa de Subsidios para la Seguridad Pública de los Municipios y Demarcaciones Territoriales del Distrito Federal, mejor conocido como Subsemún. El análisis se basa en referentes teóricos y hace un estado de arte sobre el tema, rastrea las causas por las cuales la política pública instrumentada, no ha producido los resultados deseados y corre el riesgo de fracasar. Para lo anterior, se estudia el origen del programa, el papel del Subsemún en la política de seguridad pública municipal. Se revisan las principales características del Subsemún: objetivos, destinos de gasto, criterios de asignación entre los beneficiarios, entre otros. A partir de una radiografía estadística del programa se plantean algunas causas de su potencial fracaso y se detectan municipios en los que no existen condiciones para que el Subsemún tenga un impacto positivo en la incidencia delictiva; la poca utilidad de la aplicación de criterios y variables para su asignación; el uso de información estadística incongruente y poco adecuada para asignar recursos; la falta de reglas en aspectos sustanciales del programa y la opacidad en el funcionamiento del programa. Se concluye que si el Subsemún ha de cumplir sus objetivos, se requiere un rediseño a fondo del mismo, en sus objetivos, reglas, beneficiarios y orientaciones de política.
El artículo presenta un análisis de la relación que existe entre la cultura organizacional y el rendimiento de la empresa dentro del contexto de la industria restaurantera en la ciudad de Culiacán, Sinaloa, México. A partir de un análisis de regresión múltiple se identificó la relación entre las variables. Para la evaluación de la cultura organizacional se utilizó un cuestionario con base en la Escala de Diagnóstico de la Cultura Organizacional, y para el rendimiento, una evaluación subjetiva de los resultados de las empresas. Los principales hallazgos muestran que la cultura organizacional ejerce una influencia parcial sobre el rendimiento de la empresa. Las dimensiones de trabajo en equipo, la creación de cambio y el enfoque al cliente presentaron relación positiva y significativa con el rendimiento global, mientras que la dimensión de normas mostró un efecto significativo negativo. Como conclusión se puede señalar que el trabajo en equipo, la creación de cambio y el enfoque al cliente son factores que promueven positivamente el rendimiento y el establecimiento de normas y sanciones que provoca un efecto contrario. Un sólido equipo de trabajo, con capacidad de adaptación a los cambios puede favorecer la permanencia de las empresas de esta industria.
Ante un vacío en el tema, aquí se analiza el impacto de la alternancia política en la modernización administrativa municipal, a partir de las propuestas de la nueva gestión pública, de las que se tomaron tres variables representativas: estructura organizacional, mejora regulatoria y gobierno electrónico, además de la participación ciudadana (ciudadano como cliente y cogestión), que representan la gobernabilidad democrática, y se aplicaron en tres casos: Hermosillo, gobernado por el Partido Acción Nacional; Zacatecas por el Partido de la Revolución Democrática y Culiacán, por el Partido Revolucionario Institucional, durante tres periodos consecutivos. Se utilizaron ponderaciones y coeficientes de correlación, y la conclusión es que los gobiernos panistas tienden a ajustar más su estructura organizacional y marco regulatorio que los otros dos partidos, aunque todos los municipios han incorporado el gobierno electrónico y mecanismos de participación ciudadana institucionalizada. Ninguno ha adoptado las propuestas de reducir el tamaño del gobierno e implementar un servicio profesional de carrera.
