Estudos têm revelado que a eficácia orçamentária é influenciada pelos indicadores socioeconômicos de uma localidade, tais como renda, saúde, educação e tamanho populacional. Nesse contexto, a eficácia orçamentária é entendida com uma medida que revela se uma organização conseguiu atingir seus objetivos, metas e resultados. Assim, o presente estudo teve como objetivo verificar a relação entre a eficácia orçamentária dos 223 municípios do Estado da Paraíba e as condições socioeconômicas retratadas pelos indicadores sociais e econômicos no período de 2005 a 2013. Como resposta antecipada à questão da pesquisa formulou-se duas hipóteses: H1: os indicadores socioeconômicos influenciam positivamente a eficácia orçamentária municipal e H2: os municípios maiores apresentam maior grau de eficácia orçamentária quando comparados com municípios menores. O teste de hipótese foi feito mediante a análise de dados em painel balanceado com efeitos fixos e análise de correlação entre as variáveis do modelo. Os resultados revelaram que a eficácia orçamentária municipal é influenciada positivamente pelos indicadores socioeconômicos, confirmando a hipótese 1. A hipótese 2 foi rejeitada. Em suma, o estudo revelou que os indicadores sociais de educação e saúde promovem a eficácia orçamentária dos governos locais.
O presente estudo busca investigar as implicações da agressividade tributária e do risco tributário sobre o custo de capital de terceiros das empresas listadas na B3 (Brasil Bolsa Balcão) no período de 2010 a 2018. O objetivo é avaliar como as posições tributárias adotadas pelas empresas podem afetar o custo de capital de terceiros, particularmente o risco tributário, pode se tratar de uma corrente de pesquisa incipiente. Para atingir o objetivo proposto, utilizou-se três proxies para agressividade tributária: Effective Tax Rate (ETR); Cash Effective Tax (CashETR); e o Book Tax Difference (BTD). Para o risco tributário utilizou o desvio padrão do CashETR dos últimos três anos anteriores ao cálculo do custo da dívida. Para análise dos resultados foram utilizados dados em painel desbalanceados com efeitos aleatórios. Os achados da pesquisa evidenciaram que as empresas mais agressivas tributariamente arcam com um maior custo de capital, no entanto, os resultados só apresentaram significância estatística para a proxy ETR. Quanto às variáveis de controle utilizadas na pesquisa, verificou-se relação com o custo da dívida: alavancagem, retorno sobre os ativos e investimentos em imobilizado. No tocante ao risco tributário, os resultados encontrados evidenciaram uma relação inversa com o custo da dívida, ou seja, empresa que apresentam maior volatilidade do pagamento dos tributos têm um menor custo da dívida.
Objective: to analyze the relationship between the government transfers nature and the fiscal responsibility of Brazilian municipal governments, from the perspective of Political Cycles. Method: using panel data regression, with pooled effects, we analyzed the behavior of budgetary and electoral factors in 95 large Brazilian municipalities, from 2006 to 2016, with effects on fiscal responsibility, through regression with panel data, with pooled effects. Originality/relevance: according to the theoretical constructs, the problem of fiscal illusion misrepresents the conduct of public budget in relation to taxpayers, which led this study to associate it with fiscal responsibility. Based on this assumption, such a relationship can be strengthened in electoral periods, which led this research to control it. Results: the evidences confirmed that the responsibility in fiscal management is positively influenced by voluntary transfers presence, in view of the requirements linked to their receipt. On the other hand, when transfers are constitutional and therefore obligatory, spaces are allowed for behaviors that are aggressive to fiscal responsibility. In addition, it was found that in election and pre-election years, the manager also exhibits fiscal aggressive behavior. Theoretical/Methodological Contributions: all findings incrementally contribute to the existing literature so far, to confirm the diagnosis and understanding of fiscal illusion problems caused by government transfers, and that is aggravated by observing the Budget Political Cycles, considerably impacting on government fiscal liability.
