Resumo Neste trabalho pretendemos problematizar o conceito de espaço público, como objecto central considerando a sua análise a dois níveis de interpretação: enquanto lugar da acção política e de expressão de modos de subjectivação não identitários, e como lugar por excelência da comunicação, da democracia e como lugar de encontros multi-sociais. Examinamos as dimensões da forma, da apropriação e do lugar, assim como a integração dos conceitos, com o intuito de entender como se organiza o espaço do cidadão e o espaço da política, que se sobrepõem. Importa entender como se organiza o espaço público nas diversas dimensões face ao envolvimento dos actores institucionais e aos modos de reprodução capitalista subjacente às acções do poder público e da iniciativa privada, pois são estes que tem o poder de materializar a forma do espaço e induzir as expressões sociais dos indivíduos.
Dentro de la construcción de la ciudad neoliberal, el espacio público se ha convertido en un concepto central y de uso generalizado en los discursos y las agendas académicas y políticas. Su uso se ha tornado polisémico, ideologizado e incluso altamente idealizado cuando se trata de legitimar la ordenación capitalista de las ciudades y de ocultar las desigualdades sociales que generan dichas intervenciones. ¿Cómo y para qué sirve al Estado y a los gobiernos neoliberales el concepto de espacio público? La respuesta a esta pregunta se desarrolla a lo largo del documento a través de un estudio de carácter cualitativo cuya metodología es comprender e interpretar para poder transformar (Massey, 1984).
Sustainability, ecological modernization, citizen participation, public space and rights are concepts that have acquired great importance in international political discourses and that have figured in indicators, guidelines, programs and policies, at national level, giving rise to a urban planning from administrative units or “zoning”, which instead of showing the different structures, forms and functions of cities as a whole, what has generated is a fragmentation of urban space. In a certain way, the implosion of these themes shows the success of capitalism in a period of neoliberal hegemony, since it becomes a smokescreen to hide the class differences superimposed on global discourses of modernization and development, as well as the transformation of natural resources in products, the capitalization of nature and the transformation of politics into management. The text seeks to reflect on the territorial configuration of public space in the light of emerging urban policies and programs in a neoliberal geopolitical context based on two axes of analysis: in the first analyze the neoliberal imposition models on how to construct public space and in the second will analyze the institutional bases, programs and policies of intervention highlighting their objectives, limitations and contradictions that help to understand the material and immaterial forms that the public space adopts at different scales in Mexico City through of the socio-territorial relations that are constructed in a process of mutual reciprocity.
