Purpose The purpose of this paper is to analyse the level of transparency of the libraries of Catalan universities that are members of the Consortium of University Services of Catalonia (CSUC). Design/methodology/approach The analysis involved reviewing the information available on the websites of the ten libraries belonging to CSUC. For each library’s website, the presence of 18 indicators was explored. These indicators had been defined by the Commitment and Transparency Foundation (Spain). Findings There is a notable difference between the level of transparency of Catalan universities and their libraries. Moreover, the universities’ culture of transparency is not reflected in that of the libraries. Four of the libraries can be considered transparent because they have accomplished from 12 to 18 indicators; three can be considered “translucent”, due to their indicators ranging from 11 to 7 points; and three are considered opaque as a result of obtaining from 1 to 5 indicators. Practical implications There is a need to review the volume and quality of information that can be consulted on library websites, considering that all services and entities funded with public money must inform citizens of the principles that govern their management and the results obtained. Originality/value The information regarding transparency is incomplete and should be organised with parameters that make it easier to find. Libraries that occupy the lowest positions in the ranking all belong to private universities. Their poor results are due to the lack of information justifying their management or providing information on how the service is organised. Some conclusions of this study are very similar to those of the study on Madrid’s Madroño Consortium (Pacios Lozano, 2016) which has been taken into account in this paper.
ResumenEl objetivo del presente trabajo fue determinar el cumplimiento de las atribuciones y funciones de la agencia ecuatoriana que regula la gestión del aseguramiento de la calidad de la educación superior, declaradas en su Plan comunicacional, a través de una investigación exploratoria de las páginas web de todas las universidades reguladas. Para el efecto, se diseñaron estándares a partir del Plan que recogieron la información pertinente a través de un baremo. Los resultados se clasifican con base en seis elementos que el mismo Plan resaltaba, a saber: la gestión de la comunicación, INVESTIGACIÓN BIBLIOTECOLÓGICA, vol. 33, núm. 81, octubre/diciembre, 2019, México, ISSN: 2448-8321, pp. 13-3914 su difusión y posicionamiento, la imagen de las autoridades, la vinculación con otras universidades, la gestión con instituciones internacionales y el empoderamiento de la misión y visión institucional. Palabras clave: Comunicación; Calidad; Universidad The quality of communication in Higher Education Institutions of Ecuador AbstractThe objective of this work was to determine the fulfillment of the attributions and functions of the Ecuadorian agency that regulates the management of quality assurance in higher education, as declared in its Communication Plan, through an exploratory research of the web pages of all regulated Universities. For this purpose, standards were designed from the Plan, which collected the pertinent information through a scale. The results were classified based on 6 elements that the Plan itself highlighted, namely: communication management, its dissemination and positioning, the image of the authorities, links with other Universities, management with international institutions and the empowering of the mission, and an institutional vision. Each of these elements presents its own characteristics and are analyzed in the present work.Introducción L a calidad, como concepto, se ha desarrollado como respuesta a las demandas de los contextos. Hay coincidencia entre los especialistas de que se trata de un concepto complejo, relativo y en consecuencia imposible de conceptualizar de forma unívoca (Villarroel, 2004).
Transparency in the management of 50 Spanish public university libraries was analysed using information available on their websites. The method consisted of checking the websites to identify a set of 18 evaluation indicators associated with the specific case of libraries and the Spanish Transparency Act, notably the chapter on active publishing. The indicators have been used in previous studies with the same objective. The results of the analysis revealed shortcomings, although there were also examples of good practises for each indicator, identified with libraries that have introduced quality systems for management. The indicators that were found most frequently in the sample were regulations, specific regulations for some services and service charters. However, the sample lacked some indicators that are vital to understand the reasons behind the development and management of information resources, such as the policy or programme of collection management. We found a need to review the quantity and quality of information that can be consulted on libraries’ websites, and the presentation and format of some types of information so that they can be reused.
