An analysis of both form and content differences between the plans named "strategic" and those named "long-range". Planning theory is checked against the planning reports available on the Web pages of 65 public and university libraries. The goal is to see whether the differences that some theorists observe between strategic and long-range planning actually exist on plans published with those names.
Libraries have had to reorient their activities and services due to the closure of their physical facilities during the Covid-19 crisis. In the framework of higher education, educational institutions have transferred their teaching and research to the online environment. University libraries have always been an essential element in the development of teaching and educational activities, and their role has been crucial during the confinement period. This research aims to analyze how Spanish university libraries have communicated this new way of providing their services through Twitter during the first weeks of the state of alarm. A total of 11,867 tweets and retweets from 56 libraries were analyzed based on an ad hoc thematic categorization. The conclusions highlight the role of libraries in the face of the health emergency and the transformation and publicity of this new way of working, as well as their role as an important information point to keep up to date with the current situation of the pandemic. Resumen Las bibliotecas han tenido que reorientar sus actividades y servicios ante el cierre de sus instalaciones físicas debido a la crisis de la Covid-19. En el marco de la enseñanza superior, las instituciones educativas han trasladado su docencia e investigación al entorno online. Las bibliotecas universitarias, siempre han constituido un elemento esencial en el desarrollo de actividades docentes y educativas y durante el confinamiento su papel ha sido clave. Esta investigación tiene por objetivo analizar cómo las bibliotecas universitarias españolas han comunicado la nueva forma de prestar sus actividades a través de Twitter durante las primeras semanas del estado de alarma. Se analizaron 11.867 tweets y retweets de 56 bibliotecas. Para su análisis se realiza una categorización temática ad hoc. Se concluye poniendo en valor el papel de las bibliotecas ante la emergencia sanitaria y la rapidez de actuación en la transformación y publicidad de su nueva forma de trabajar. Asimismo, se destaca su papel como punto informativo importante para seguir la actualidad de la pandemia.
A typological analysis of the management-related documents that Spanish university libraries show on their Web sites is provided. The paper discusses about the structure and contents of the Web pages; provides some analysis on the location of the documents in the pages; and presents a view of document changes after 1 year, taking into account their presence and currency.

Against the backdrop of Spain's Transparency Act, this article discusses the presence or otherwise of a series of document types, proposed as management-related transparency indicators, on 61 (8 national and 53 provincial) historic archive websites. Although examples of good practice were identified, the information provided was found to be scant, in particular as regards lines of action, organisa-tional objectives and yearly reports. The information most commonly provided on the websites included the collection classification chart, service use regulations and citizen charters. The inference drawn was that archives, so intently focused on their role in the application of the Act by the organisations they serve, neglect their own administrative obligations in respect of its provisions. The recommendation is that as government-funded and subsidised public service institutions, historic archives should exercise transparency by furnishing the information stipulated in the Act on their websites.
Purpose -This paper aims to show the main action areas to which public libraries are devoting their efforts and resources at the onset of the twenty-first century, despite their own particularities and needs. Design/methodology/approach -The methodology is based on a comparative analysis on a sample of so-called "strategic" and "long-term" plans from US public libraries covering from 1998 through 2010. Of all identified priorities, those appearing in at least 40 per cent of the plans were used for the analysis. Thus, the paper narrowed the list of priorities down to the five most repeated ones in the sample of plans, and their peculiarities are set forth here. Findings -The paper finds that, although the method used is a simple one and the results are limited to the set of libraries whose plans have been analysed, there are coincidences with some predictions in some papers on the role public libraries should play in the twenty-first century. Originality/value -In the long term, this type of research permits comparison of trends among libraries from different countries and the monitoring of how they evolve with time. At this time of unprecedented changes -which will continue to happen, if we take into account the rapid evolution of information technologies and of social and demographic changes -one might ask how are public libraries are responding to them.Planning allows libraries to adapt to changes efficiently, as it reduces uncertaintyby anticipating possible problems -and helps to identify threats and future opportunities. It allows library managers to act proactively in the face of potential crises. The planning process materialises in a document called "strategic" or "long-term" plan, depending on library preference. These plans focus on the community served by the library, and include, among others elements, defining priorities and long-term objectives; i.e. the priority action lines where the library intends to focus its efforts -and therefore allocate its resources -during the years covered by the plan. A comparative analysis of the priority action areas of a sample of plans shows whether there are any coincidences and, as a function of the most frequent ones, allows the establishment of some common trends or areas of emphasis for public
El trabajo analiza la misión publicada de 28 bibliotecas nacionales europeas en sus sedes web. El objetivo es descubrir el grado de implantación y difusión de esta declaración que define la naturaleza esencial de una organización, así como los puntos de confluencia/divergencia entre ellas. La metodogía comprendió la búsqueda y exploración de la declaración de la misión en las sedes web de las 49 bibliotecas nacionales europeas, su análisis, atendiendo a criterios de ubicación y presencia de rasgos propuestos por expertos para su redacción y, por último, la valoración de los resultados. El análisis realizado denota un claro interés de las bibliotecas nacionales por difundir su misión que, en la mayoría de los casos, da respuesta a los aspectos más relevantes de su función, lo que no se traduce siempre en la pertinencia del contenido y forma en su redacción. La convergencia que más peso tiene en el conjunto de declaraciones tiene que ver con la salvaguarda del patrimonio, su conservación y preservación.
