En este artículo se busca analizar el papel de los Organismos Internacionales (OI) como órganos de gobernanza regional para la creación e institucionalización de una agenda intersectorial para la infancia en América Latina y el Caribe. El estudio se realizó por medio de una investigación bibliográfica y documental que privilegió el abordaje teórico del campo de la Ciencia Política denominado policy transfer. Al principio, se realizó un mapeo de las experiencias latinoamericanas y caribeñas que involucrasen acciones intersectoriales, identificándose como modelo de éxito para la educación de la infancia el programa cubano Educa a tu hijo, transferido a Ecuador, Brasil, México, Colombia y Guatemala con la mediación de los OI. Se observó que la institucionalización de ese modelo, aunque mediada por las agencias internacionales por la vía de la gobernanza negociada y facilitada con los Estados nacionales, ocurrió de formas diferentes en los diversos países involucrados. Entre los principales cambios verificados en la transferencia de esa política, se registran: descentralización; programas de bajo costo; atención no formal como alternativa a la escolar; agenda internacional, flexibilización; carácter compensatorio; alianzas público-privadas para la atención, como en Brasil y Ecuador; discontinuidades en el desarrollo de la política en municipios de México y Guatemala.
O texto objetiva analisar as convergências e distanciamentos entre orientações produzidas por agências da ONU e do Banco Mundial e as políticas educacionais brasileiras na pandemia de COVID-19, considerando, precipuamente, as condições de vulnerabilidade social. A base metodológica da pesquisa é de caráter documental, organizada a partir de documentos constantes dos repositórios digitais das agências internacionais e do governo brasileiro. Os dados apresentados permitem identificar a intensa produção internacional no planejamento de ações educativas no contexto de pandemia, trazendo como elemento chave a vulnerabilidade social. No caso brasileiro, no entanto, observa-se uma lacuna em relação à temática em análise, evidenciando-se a deliberada responsabilização dos sujeitos locais pela organização de atividades escolares e, assim, prescindindo do desenvolvimento de políticas nacionais que deem o devido suporte a essas ações, afetando, dessa forma, o direito à educação de milhares de crianças e adolescentes no ano de 2020.
O presente artigo tem por objetivo analisar a construção e a consolidação da agenda que tem por base a racionalidade técnica para programas de formação inicial e continuada de professores angolanos no período de 2010-2020. Para tanto, focaliza o exame ao Projeto de Aprendizagem para Todos (PAT), em implementação desde 2013 com financiamento e assistência técnica do Banco Mundial e da Fundação Calouste Gulbekian. Apresenta dados relativos aos instrumentos pedagógicos que atribuem a formação docente à institucionalização da agenda pedagógica-mercantil de competências, aos preceitos da Nova Gestão Pública. Assim, ocorre em Angola, no período analisado, a racionalidade pelas vias endógenas e exógenas, em que instituições internacionais promovem a instalação da interdependência ao traçar planos nacionais a partir de pautas globais para lidar com problemas que exigem cooperação internacional e/ou alinhamento de políticas nacionais. O PAT, por sua vez, institucionaliza e direciona a formação inicial e continuada de docentes e gestores ao projeto internacional do direito à aprendizagem de harmonização para o controle e a eficácia de resultados em larga escala.
O texto analisa o processo histórico do planejamento após a Segunda Guerra Mundial na América Latina, com foco nas políticas sociais desenvolvimentistas, no recorte entre 1945-1970. Examina como se organizou uma agenda de ações comuns entre os Estados e Organismos Multilaterais. Tem como projeto principal analisado a Aliança para o Progresso e suas intencionalidades e desdobramentos na região. Apresenta uma síntese dos aspectos fundamentais das raízes do planejamento na América Latina no recorte histórico delimitado; na segunda trata especificamente do protagonismo da Cepal na materialização de um projeto comum de planejamento que tem como base o desenvolvimento social e econômico para o progresso. Conclui que aceitação generalizada no nível oficial de panejamento como um instrumento para 'promover o desenvolvimento' está intimamente ligada às resoluções da Conferência de Punta Del Leste (1961) e das intencionalidades capitalistas sob influência norte-americana e instrumentalizadas pelas agências da ONU, com destaque a Cepal e seus planejadores. Além disso, a estratégia da política de desenvolvimento social do período possuía duas vertentes que, num primeiro momento, pareciam opostas, mas que eram, verdadeiramente, complementares: a disseminação da lógica desenvolvida da conciliação de conceitos e práticas, da ênfase no desenvolvimento econômico pela área social e a educacional descentralizada.
