Ce contexte a favorisé le déplacement de nombreuses personnes de la RCA vers le Cameroun et s'est accompagné de la mise en place progressive d'un dispositif humanitaire. Un contexte sécuritaire et politique fragile Le contexte sécuritaire, dans l'Est du Cameroun, a considérablement changé entre les années 1980 et 2010. Ces changements sont principalement liés à la situation sociopolitique en RCA. Ce pays a vu se multiplier des crises socio-politiques, conduisant à des divisions entre territoires rebelles et à des incertitudes politiques. Ces crises ont eu des effets sur la stabilité des pays voisins. En territoire camerounais, la situation en RCA s'est régulièrement traduite, cette dernière décennie, par des incursions de groupes armés centrafricains. Des rapports et autres résolutions publics ont fait état des risques que faisaient (et font encore) peser ces crises sur le Cameroun, leurs manifestations et leurs conséquences (ONU/Conseil de sécurité, 2013 ; ACP/UE, 2014 ; OCHA, 2014).
