Purpose Many non-Islamic countries are approaching halal tourism as the tourism strategy. However, studies examining Muslims’ attitudes and intentions to visit non-Islamic countries remain scarce. The purpose of this study is to test what factors influence Muslims’ intention to visit non-Islamic countries by considering their perception of halal risk and Islamic value of non-Islamic country destinations. Design/methodology/approach By distributing questionnaires to Muslim respondents, in total, this study collected 436 respondents. The hypotheses are tested using a structural equation modeling approach. Findings Results revealed that religiosity significantly affects perceived risk, but it does not have an effect on perceived Islamic values and attitude. It is also found that Muslims’ intention to visit non-Islamic countries are mainly influenced by their attitudes. Perceived halal risk and Islamic value strongly affected their attitudes toward non-Islamic countries. Interestingly, the results show that Muslims’ intention to visit non-Islamic countries is not directly influenced by perceived halal risk and Islamic value but indirectly through attitudes. Research limitations/implications The equal distribution of respondents becomes the main challenge to achieve. It cannot be controlled by researchers. Thus, the disproportionate respondents’ distribution in terms of age, gender, occupation and, most importantly, the country selection becomes the limitation of this study. Originality/value This study contributes to the literature by evaluating perceived Islamic value and perceived halal risks in influencing Muslims’ intention to visit non-Islamic country destinations.
Democracy is the most popular system in our political discourse, not only in the global world but also in Indonesia. Democracy presents the common interest of people. Using all the infra-structure and supra-structure, the people interest could be contested as a government policy. The government policy, in Indonesia, has been produced in two mechanisms: Musyawarah Mufakat and Majority vote. Both of them based on our value called Pancasila. With the problem in democracy including space and number of people, musyawarah mufakat sometime replace in another process like majority vote. The example for majority vote is election, in national both in national scale and local scale such as Citi, Residence, and Province. But in other place musyawarah mufakat also perform in the making of policy in legislative level. In some case, the decision of discourse for government problems was decided by musyawarah mufakat. So, in this case, Musyawarah mufakat and Majority vote are same in the range of democracy system. Both of them also have fundamental reason that has fundamental reason as implementation of Pancasila as national value.
Tujuan dari penelitian ini untuk menjelaskan implementasi kebijakan pembangunan di wilayah rawan bencana. Implementasi kebijakan pembangunan itu sendiri pada dasarnya terdiri atas teks kebijakan dan juga konteks kuasa-aktor dalam mewujudkan agenda-agenda yang ada. Melalui diskursus teks dan aktor inilah kemudian ada multiple output yang dihasilkan dari sebuah proses implementasi kebijakan. Pun dengan yang terjadi di bantaran Kali Code, sebagai pilihan Pemerintah Kota Yogyakarta sebagai area wisata alternative, namun demikian secara geologis memiliki potensi ancaman bencana yang periodik. Hal inilah yang kemudian menjadi dilema dalam implementasi kebijakan Pemkot Yogyakarta atas bantaran Kali Code.Pengungkapan dilema diatas, oleh penulis dibedah dengan satu teori dasar yang diperkuat denga satu teori penunjang. Pertama, teori implementasi kebijakan. Sumbangsih terbesar atas teori ini adalah pemikiran-pemikiran dari Merilee S. Grindle. Sedangkan teori kedua, yang digunakan sebagai penunjang analisa adalah teori kontestasi kepentingan, yang merupakan kompilasi dari beberapa pandangan akademisi terkait dengan fenomena kontestasi politik dan kepentingan. Metode yang digunakan dalam penelitin ini adalah metode kualitatif dengan wawancara mendalam atas dua-puluhan orang nara sumber, mulai dari staf pemerintahan, warga bantaran Kali Code, aktivis LSM, tokoh masyarakat dan juga warga Yogyakarta secara umum yang menjadi ‘penikmat’ Kali Code.Temuan yang didapatkan dari kajian ini adalah terkait dengan dialog vertikal dan horizontal yang dilakukan oleh Pamerti Code sebagai upaya penyeimbag kuasa pemerintah dalam membentuk dan menjalankan kebijakan yang ada. Dalam hal ini, ketika terjadi perbedaan sudut pandang dalam agenda pembangunan yang ada, maka mau tidak mau Pamerti Code harus mengawal agenda yang diusung oleh pemerintah sehingga tidak berseberangan dengan apa yang mereka kehendaki. Di sisi lain, mereka (Pamerti Code) juga aktif mensosialisasikan agenda mereka bersama dengan aktor-aktor informal lainnya dalam rangka pembangunan bantaran Kali Code sesuai dengan visi mereka sendiri.Dengan adanya kajian ini, maka pendekatan dalam implementasi kebijakan hendaknya mulai diterapkan melalui mekanisme yang partisipatif. Implementasi kebijakan harus mampu merangkum dan menjembatani kepentingan warga, selain dalam kepentingan sustainability kebijakan juga acceptability oleh warga.
