The Ulee Lheue Ferry Port is managed by the Department of Transportation port city of Banda Aceh. The crossing port serves two tracks with 3 Ro-Ro ship operating and ship jetfoil 2. One important component in ferry transport is safety. Safety is not only to the service user but also to the crew. On ships operating in the Ulee Lheue Ferry Port there are many safety devices such damaged lifejacket, lifebuoy, lifeboat and the number of safety devices that do not fit the needs of the vessel based on the Safety Of Life At Sea (SOLAS).The conditions and the amount of safety equipment must be considered in terms of both the feasibility of tools and appropriate equipment so that in the event of emergency safety tools that exist can be used with either as a form of implementation of aspects of the safety of passengers on board. The number and condition of safety equipment that does not comply with the requirements could endanger the safety of lives of the passengers in case of accident. The number of safety devices must be able to accommodate the number of passengers and crew on board.
The issuance of a Sailing Approval Letter is a process of supervision carried out by the Harbormaster of a ship leaving the port to ensure that the ship, ship crew and cargo have technically fulfilled the requirements of shipping safety and security as well as protection of the maritime environment. The approach method used in this research is juridical empirical and the research specification used is descriptive analytical. Data collection techniques used in this study are through interview and documentation guidelines. The result of this research is that the responsibility of the harbormaster is very heavy in ensuring the safety and security of shipping because the harbormaster is a government official at the port who has the highest authority to carry out and supervise the fulfillment of statutory provisions to ensure shipping safety and security. Understanding of the requirements for safety and security of shipping is a condition where safety and security requirements are met with regard to water transportation, ports, and the maritime environment.
The Jepara Ferry Port is managed and operated by the Jepara Regency Transportation Service, under the supervision of the Land Transportation Management Center for Region X Central Java Province and D.I. Yogyakarta. Meanwhile, the operation of the ferry is carried out by PT. ASDP Indonesia Ferry (Persero) Jepara branch. This ferry port only serves 1 (one) pioneer crossing, which is served by 2 (two) ferry boats. This ferry port plays an important role in connecting Java Island with Karimunjawa Island. Because this port is the closest crossing access to the Karimunjawa Islands. This ferry port is served by 1 (one) Ro-Ro type ship and 1 (one) fast boat type owned by 2 (two) shipping companies, namely PT. ASDP Indonesia Ferry (Persero) and PT. Sakti Inti Makmur cruise. Based on the results of the survey that has been carried out, the vehicle handling system on the KMP Ro-Ro ship. Siginjai is not in accordance with the Regulation of the Minister of Transportation Number 115 of 2016 concerning Procedures for Transporting Vehicles on Ships. The distance from one vehicle to another is too close which will result in damage to the vehicle body. There are also several vehicles transported at KMP. Siginjai does not use lashing so it is very dangerous for vehicle operators or ship operators and can also affect the stability of the ship if the vehicles move during the trip.
Human error is often stated as the main factor causing transportation accidents. For the general public, news about transportation accidents with human errors as the cause is often interpreted as human error by system operators such as machinists, pilots, ship captains, and other professionals. This perception is not correct. There are many factors that can directly or indirectly encourage an operator to take inappropriate actions. Error itself is generally defined as failure to perform the ‘correct’ and desired action in a given situation. In addition, an error can be defined as such when the final action or result may not be that which was intended. This study employs qualitative research methods to evaluate the best methods of dealing with transportation accidents caused by human error. Keywords: Accidents, Human error, Others Factor
Sape Port is a port managed by PT. ASDP Indonesia Ferry (Persero) Sape Branch. At this time at the Sape Crossing Port there are still several shortcomings because there are still many people and unauthorized vehicles that can easily enter the port area, causing the port to become less orderly, there are still crossings between vehicles that will enter the ship and vehicles those who get out of the ship, and hawkers selling their goods in the area around the pier. This is due to the absence of a zoning system that is in accordance with the Minister of Transportation Regulation Number 29 of 2016 concerning the Sterilization of Ferry Ports. So that in the activity of getting on and off of passengers and loading and unloading vehicles, there are several obstacles, including the absence of zoning implementation at the port which causes unauthorized people to enter prohibited areas, and the mixing of passengers and vehicles when getting on or off the ship. To analyze this, refer to the Regulation of the Minister of Transportation Number 29 of 2016 concerning the Sterilization of Ferry Ports and SK.242 / HK.104 / DRJD / 2010 concerning Technical Guidelines for Ferry Traffic Management. The analysis used is zoning analysis, analysis of equipment that supports the zone system, and analysis of vehicle flow patterns. In order to smoothen the flow of cargo traffic both entering the port area and cargo going out of the Ferry Port area, namely by implementing a zoning system based on the Minister of Transportation Regulation Number 29 of 2016 concerning Ferry Port Sterilization and regulation of traffic flow patterns in accordance with SK.242 /HK.104/DRJD/2010 concerning Technical Guidelines for Pedestrian Traffic Management and adding equipment that supports the zone system such as signs needed to support safety and comfort. The desired pattern of vehicle movement is to rearrange the lanes of vehicles that leave and enter the ship so that the delivery / pick-up does not enter the prohibited area and assign officers to regulate traffic so that it runs more orderly. To regulate passenger movement patterns so as not to mix with vehicles that would endanger the safety of passengers and vehicles.
