This paper studies teacher mobility using matched employee-employer panel data from Norwegian primary and lower secondary schools. The Norwegian institutional set-up with completely centralized wage setting for teachers is ideal to analyze the effect of non-pecuniary job attributes on quit decisions. We find that teachers tend to leave schools with high share of minority students and high share of students with special needs. In addition, the composition of teachers and the school size affect the propensity to quit. These results are robust across different econometric specifications and sub-samples. Previous evidence suggests that enrollment in post-compulsory education increases (decreases) in cyclical downturns (upturns). However, little evidence exists on whether enrollment is successfully transformed into completed education. This paper adds to the literature by analyzing the relationship between completion of upper secondary education and regional unemployment using Norwegian regional panel data on students graduating from compulsory school between 1981 and 2004. We find robust evidence that completion rates are countercyclical. Our results suggest that poor labor-market conditions when starting upper secondary education have a lasting effect and motivate students to stay in school and graduate.
We exploit the strict class size rule in Norway and matched individual and school register information for 1982-2011 to estimate long-run causal effects on income and educational attainment. Contrary to recent evidence from the US and Sweden, we do not find any significant average effect on long-run outcomes of reduced class size. We further use the large register data set and quasi-experimental strategy to estimate whether the class size effect depends on external conditions facing students and schools, such as teacher quality, extent of upper secondary school choice, school district size, local fiscal constraints and labour market conditions. Overall, we find that the class size effect does not depend on these factors measured at the school district level. The absence of class size effects on long-run outcomes in Norway is consistent with earlier findings for short-run outcomes, using comparable data and empirical strategies.

Performance of Young Adults: The Importance of Different Skills Abstract This paper uses teacher assessments at age 16 in Norwegian comprehensive schools to measure different types of skills. While we follow the literature and interpret test scores in Mathematics and Science as proxy for cognitive skills, we use a novel measure for another type of skills: Performance in behavioral and practical subjects. Using individual register data, we find fairly strong and equal effects of the two types of skills on high school graduation probabilities. However, we find that "non-cognitive" skills has a much larger impact than "cognitive" skills on the probability to receive welfare benefits or being inactive (NEET) at age 22, while the findings are the opposite for the probability of college enrollment. This paper exploits that students at age 16 in Norway are randomly selected into one compulsory exit exam in either mathematics or languages. A few days before the actual exam day, the students are notified about exam subject. The students have an intensive preparation period, and preparation in mathematics relative to languages is found to decrease dropout from high school, increase enrollment in higher education, and increase enrollment in natural science and technology education programs. The causal effects are strongest for males, and depend on prior skills in mathematics. We explore several mechanisms that might contribute to these findings.
