En diferentes contextos numerosas ciudades alrededor del mundo han experimentado, desde mediados del siglo pasado, nuevos patrones de crecimiento urbano. Bautizados estos fenómenos bajo distintas denominaciones, contraurbanización, desurbanización, difusión o dispersión urbana, han dado cuenta de un proceso de difusión poblacional por fuera de las áreas centrales tradicionales. En muchas ocasiones, las pautas de crecimiento urbano no sólo han consistido en la pérdida de población del área central y de algunas áreas suburbanas tradicionales; sino que han comportado incluso la disolución de la ciudad compacta tradicional por la ocupación discontinua del territorio.Estos fenómenos de crecimiento disperso no resultan novedosos para el caso de ciudades que, como Comodoro Rivadavia en la Patagonia argentina, han crecido históricamente a partir de la localización y consolidación de los asentamientos de trabajadores en torno a las extensas áreas de explotación petrolera a importantes distancias del casco central. En efecto, en esta ciudad puede reconocerse un territorio urbano disperso y fragmentado, atravesado por numerosos conflictos urbanísticos, sociales, económicos y ambientales; cuya impronta ha venido marcada por el devenir de la actividad extractiva.El presente trabajo tiene por objetivo analizar y caracterizar la dinámica reciente del crecimiento urbano en Comodoro Rivadavia. Nos preguntamos hacia dónde está creciendo la ciudad, cuáles son las zonas que evidencian un mayor dinamismo poblacional y cuáles son las características de este crecimiento en función no sólo a los cambios morfológicos sino también a las particularidades de la población implicada en este crecimiento.
<p>A fines de marzo y principios de abril del 2017 en Comodoro Rivadavia, llovió 300 milímetros (mm) cifra que supera la media anual pluviométrica de 113 mm en la región. Entre las múltiples consecuencias se registraron cuantiosos daños domiciliarios y en la vía pública como pérdida total de la vivienda y vías de comunicación intransitables. Analizar los sectores afectados por el temporal a partir de las experiencias de la sociedad es el principal objetivo del trabajo. Los procedimientos metodológicos consistieron en sistematizar la base de datos, integrar los mismos, georreferenciar, reproyectar y digitalizar. Por último, se elaboró cartografía temática. Los principales resultados logrados consistieron en resaltar las áreas de mayor impacto ante el temporal, construir categorías síntesis y elaborar cartografía del desastre para la acción y gestión territorial.<br /><br /><br /></p>
Con el propósito de cumplir con el objetivo general del dossier, el cual supone analizar el rol del Estado en los procesos de conformación del hábitat popular en tres ciudades patagónicas, enfocándonos en las principales políticas de suelo y de vivienda, consideramos necesario generar un apartado dedicado a caracterizar cada una de las localidades que componen el estudio. De tal modo, el presente texto se organiza en torno a información sobre la ubicación de Comodoro Rivadavia, San Carlos de Bariloche y Cipolletti, la historia y el perfil productivo de estas ciudades, datos demográficos como la tasa de crecimiento poblacional, los flujos migratorios, el nivel de desempleo, pobreza o de necesidades básicas insatisfechas, etc. En tal sentido, destacamos la evolución de las estadísticas ligadas con el déficit habitacional, así como establecemos una primera aproximación sobre la presencia de asentamientos en cada localidad. En la introducción general de la publicación detallamos sobre las estrategias metodológicas implementadas, pero cabe resaltar para esta sección que las mismas se basaron en fuentes como los censos nacionales de población elaborados por el Instituto Nacional de Estadísticas, al igual que en entrevistas a referentes de los gobiernos locales y habitantes de asentamientos populares.
