O presente trabalho parte do pressuposto de que o marco legal de acesso à informação no Brasil possibilita o acesso às informações sobre a atuação da Administração Pública que sejam compreensíveis. Desta forma, foi feita análise dos dados acerca dos repasses, usos e desvios de recursos provenientes do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB) no município de Belém-PA, no ano de 2013, visando constatar se há acessibilidade quanto a estes dados, e se são também compreensíveis. Para isso, é realizada uma breve explanação do funcionamento do FUNDEB e do marco legal de acesso à informação. Em seguida, é feita explanação da metodologia utilizada, configurando o artigo como uma pesquisa qualitativa. São expostos os dados obtidos, seguida por análise feita a essas informações. Por fim, são apresentadas as considerações finais sobre o estudo.
Este artigo visa debater acerca da participação popular nas medidas do Estado do Pará, o qual tentou utilizar o modelo de escola charter para melhorias da educação pública. Para isso, é feita uma breve explanação acerca da participação popular e sua relação com o direito à informação. Em seguida, é explicado no que consiste uma escola charter e as diferentes formas de uso do aparato privado. Abordamos as notícias sobre as medidas do Governo estadual e a falta de informações claras e acessíveis nos veículos oficiais. Por fim, apresentam-se as conclusões.
O presente artigo aborda os papéis dos entes federados, da República Velha aos dias atuais, quanto ao financiamento da educação no Brasil, sustentando a hipótese de que, ao longo dos anos, a forma de financiamento apresentou melhorias quanto à definição dos recursos e competências dos entes, especialmente da União. É feito um exame das constituições e legislações ordinárias que tratam da matéria em cada espaço de tempo, para analisar tais mudanças, com base nas competências do modelo federado. Ao final, é apontada a melhora da forma de destinação de recursos, com atenção à tendência de governos conservadores não priorizarem esta área em suas agendas, o que afeta sensivelmente o direito à uma educação adequada e seu financiamento.
