Öz Bu çalışma, Türkçe literatürde ihmal edilmiş bir alan olduğu görülen eleştirel jeopolitiğe katkıda bulunmayı amaçlamaktadır. Bu bağlamda, eleştirel jeopolitiğin bir alt çalışma alanı olan popüler jeopolitik konu edilmekte ve Türkiye'nin jeopolitik muhakemesinde Kıbrıs'ın nasıl tanımlandığını ve bu tanımlamanın popüler kültür araçları vasıtasıyla popüler düzeye nasıl aktarıldığı sorularına cevap aranmaktır. Türkiye'nin Kıbrıs konusundaki resmi jeopolitik söyleminin popüler düzeye aktarımı, Kıbrıs sorununu konu eden ve Türk ordusunun desteği ile çekilmiş olan Önce Vatan filmi örneği üzerinden incelenmektedir. Bu inceleme sonucunda iki temel sonuca varılmıştır. Birincisi, Önce Vatan filmi, farklı coğrafi mekânlar olan Türkiye ve Kıbrıs toprakları arasında bir bağ olduğu fikrini içeren bir jeopolitik temsil sunmaktadır. Türkiye açısından Kıbrıs, Akdeniz' de herhangi bir ada olmanın ötesinde soydaşlarının yaşadığı bir coğrafyadır. Kıbrıslı Türkler ise Türkiye'yi, sadece kuzeyinde bulunan bir ülke olarak değil; kendilerini zulümden kurtaracak bir kurtarıcı ve parçası olunmak istenen bir ülke olarak algılamaktadır. Filmin çekiminde Türk ordusunun açık ve doğrudan katkısı da düşünüldüğünde, bunun, aynı zamanda Türkiye'nin resmi jeopolitik söylemi olduğu anlaşılmaktadır. Türkiye'nin, Kıbrıs'a dair jeopolitik söyleminde, Türk kimliğine vurgu yapmak suretiyle Ada ile mekânsal bağ inşa etmeye çalışması, çalışmanın ikinci sonucuna da işaret etmektedir: Eleştirel jeopolitik literatüründeki yaygın kanıdan farklı olarak, ortak kimlikler her zaman bir coğrafi mekânla özdeşleşmekten kaynaklanmamakta; kimi zaman da mekânsal ortaklıklar kurmak için ortak kimlikler kullanılabilmektedir.
Günümüzde Ortadoğu denildiğinde akıllara ilk olarak iç savaş, çatışma, terör gibi problemler gelmekte ve çoğu zaman Ortadoğu istikrarsızlıkla doğrudan özdeşleştirilmektedir. Bu çalışmanın amacı, Ortadoğu coğrafyasının temel karakteristiği gibi görülen istikrarsızlığı, pratik jeopolitik ve popüler jeopolitik perspektifinden değerlendirmektir. Dolayısıyla çalışmada, Ortadoğu'nun istikrarsızlığı, pratik ve popüler jeopolitiğin birlikte kullanıldığı bir kavramsal çerçeveden analiz edilmiştir. Çalışmada örnek olarak Soğuk Savaş sonrası dönemde ABD'nin jeopolitik tasavvuru incelenmiş ve söz konusu dönemde yayınlanan Ulusal Güvenlik Strateji raporları ile bazı politik karikatürler içerik analizine tabi tutulmuştur. Yapılan analiz sonucunda, Ortadoğu'da iç savaş, etnik ve mezhepsel çatışma, terör gibi problemlerin varlığının inkâr edilemeyeceği, ancak bunların, ABD yönetimleri tarafından dış politika söylemlerinde ön plana çıkarılmak suretiyle ve politik karikatürlerin bu söylemleri popüler kültürün bir parçası haline getirmesi yoluyla Ortadoğu ile özdeşleşir hale ge(tiri)ldiği sonucuna varılmıştır. Ortadoğu'nun istikrarsızlığına ilişkin bu tür bir okuma, popüler kültürde bulunan bölgeye dair kalıpyargıların yeniden değerlendirilmesinin önünü açma ve belki de politika yapıcıları, bölgeye yönelik söylem ve eylemlerini gözden geçirmeye yönlendirme potansiyeline sahiptir. Çalışma bu açıdan önemli görülmektedir. Çalışmanın bir diğer önemi de Türkçe literatürde ihmal edildiği görülen eleştirel jeopolitik literatürüne yapacağı katkıdan kaynaklanmaktadır.
The enactment of the Relocation and Resolution Law on April 24, 1915, which corresponds to the disintegration period of the Ottoman Empire, and the events that occured during the relocation of the Armenians according to the law and that is known as the 1915 Events have been an issue of conflict between Turkey and Armenia. This conflict does not only affect bilateral relations between Turkey and Armenia, but it also has impact on the international relations of Turkey in the general sense. Because of this reason, the conlict related to the 1915 Events constitute a must-be-solved problem for Turkish foreign policy. Based on this recognition, there have been various civil society initiatives and efforts in order to solve the problem; however, currently it is impossible to say that these initiatives have ended up with success. The aim of this article is to answer to the questions that why these initiatives are not enough to solve the problem and that what can be done for the future success of such initiatives. The theoretical framework of the article is constructed on realistic conflict theory. According to realistic conflict theory, intergroup conflict is the result of incompatible group interests and goals. Competition between groups on limited resources leads to intergroup conflict. In addition to pointing out the roots of intergroup conflict, realistic conflict theory also reveals the effective means of conflict resolution. Accordingly, cooperation to achieve higher goals has the potential to reduce intergroup disagreement over time and create positive relations between members of collaborating groups. At the end of the analysis based on this theoretical framework, it is concluded that the main reason behind Turkish-Armenian conflict related to the 1915 Events is conflicting aims and interests of two sides regarding how the 1915 Events must be described. In this situation, the success of the one side in reaching its interest means the failure of the other side. In addition to this, it is concluded in the study that introduction of the superordinate goals is necessary but not sufficient for the success of civil society initiatives. It is argued it the study that in addition to the introduction of the superordinate golas, government support is a precondition for the success. The government support has key importance in the success of the civil socity initiatives in such a sensitive issue. In the absence of this support, the civil society initiatives are faced with the problem of legitimacy and foundation. It is for this reason that the civil society initiatives regarding this conflict should be supported continiously; that rather than political openings introduced from
ÖZAhmet Davutoğlu, istifa ettiği 2016 yılına kadar AK Parti hükümetlerinin dış politika söylemini büyük ölçüde belirlemiş; Davutoğlu'nun "merkez ülke Türkiye" söylemi, dış politika pratiklerinin temel çerçevesini oluşturmuştur. Buna bağlı olarak, 2000'li yıllarda Türk dış politikasında yaşanan aktivizm de çoğu zaman Davutoğlu'nun dış politika anlayışıyla özdeşleştirilen bir dış politika dönüşümü olarak değerlendirilmiştir. Bu çalışma, 2000'li yıllarda Türk dış politikasında merkez ülke olma yöneliminin ve buna bağlı olarak yaşanan aktivizmin Davutoğlu'nun dış politika anlayışıyla özdeşleştirilen bir dış politika dönüşümü olup olmadığı sorusuna odaklanmaktadır. Çalışmada, Türkiye'nin merkez ülke yöneliminin söylemsel ve eylemsel boyutları analiz edilmektedir. Bir söylem olarak merkez ülke ifadesinin fikri temellerinin Soğuk Savaş'ın sona ermesinin akabinde atıldığı ve bu söylem bağlamında gerçekleşen kültürel ve akademik işbirliklerinin kurulması, diplomatik ilişkilerin geliştirilmesi, dış yardımlara odaklanılması, komşu ülkelerle sorunların çözülmesi, ekonomik ilişkilerin öncelenmesi ve geliştirilmesi bölgesel barış ve istikrarın sağlanmasında aktif rol üstlenilmesi gibi dış politika eylemlerinin de bu dönemden itibaren uygulamaya konulduğu savunulmaktadır. Buna göre, 2002 sonrası dönemde bu politikaların daha yoğun ve aktif bir şekilde uygulandığı bir gerçek olmakla birlikte, bunların Soğuk Savaş sonrası Türk dış politikasında ortaya çıkan bir trendin devamı olduğunun ıskalanarak AK Parti ya da Davutoğlu sonrası yaşanan bir dış politika dönüşümü olarak tanımlanması eksik bir okumaya sebep olmaktadır.
