Public policy studies, which we have seen even before society has achieved an organized structure, have shown a trend of development according to the course of state-society relations. In the course of the past century, the process of transition from the advice given to the administrators to the Public policy was only possible at the beginning of the last century. The intervention of the state in the social life, especially in the face of the developments that started with the industrial revolution and which deeply affected the military, political, social and economic life, made it necessary to measure the impact of the interventions. Especially in the second world war, the models and techniques used in the military field have a very important part in winning the war, and it has brought up the idea that similar successes can be gained in the solution of social problems. Thus, it is seen that the public policies, which were first formulated mostly in the military field and formulated using scientific methods, began to become widespread in the solution of the political, social and economic problems of the country. Considering the fact that the executive body conducts public policy studies in all areas of society, from politics to politics, from economics to education, from health to tourism, activities that the government does or does not want to do about a problem that arises in the social field have a profound impact on the social structure. Public policy formation process, which started by creating an agenda about any problem, consists of stages such as policy design, implementation and evaluation. While the public policy and activities produced in the United States through all these processes have a long history and a corporate identity, it is difficult to say that a similar institutional infrastructure can be reached in our country despite the public policy works carried out since the foundation years of the republic. The changes and transformations in the administrative field, together with the presidential government system, directly affected the policy-making actors and processes. In the new system where the executive power is single, public policy committees have been formed to authorize the president to issue decrees. In this study; In the process of creating public policy, the presidency will try to focus on the effects of presidential policy boards, which will play an active role as a new actor in the government system, on policy making processes.
The government system discussions began in Turkey after 1970's has ended with the adoption of the presidential government system with referendum held on April 16, 2017. The presidential government rising on the foundations of the presidential system in full struggle with the various guardianship focuses and ending the administrative and political crisis of Parlimenter system specific to Turkey aims to eliminate obstacles that leads to a democracy deficit including the election of the executive and legislative powers in particular.While some regulations integrated into the new system immediately were implemented with the referendum, the full implementation of the system was possible with the June 24 general elections. However, immediately after the June 24 elections, the Republican People's Party (CHP) chairman Kemal Kılıçdaroğlu claimed that the president, who was the head of the executive power, was facing the "lame duck" case of the United States (US) type presidential system. Such a situation emerges when the successor-predecessor presidents in the United States have a different political majority in terms of executive power and the period spent during the change of duties. The concept of lame duck, which is at the center of the debate, was defined as someone who could not pay off the debt in England in the 18th century, and in time, it was used in the sense of a manager with limited authority. Therefore, this study will analyze how the political picture formed after the first general elections of the new government system overlaps with the 'lame duck' case expressed by the opposition parties. In addition, it will be emphasized that whether the discussions stem from political reasons or the structural problems of the new government system and what counter-solutions about the topic are brought in the new system.
1982 Anayasa'sı ile ülkemizin hükümet sistemi olarak parlamenter sistem kabul edilmiş fakat yaşanan tarihi olaylar ve aynı zamanda sosyo-ekonomik yapıda meydana gelen değişim ve gelişmeler parlamenter sistemin değişmesi ve yeni hükümet sistemlerinin tartışılması gerektiğine yönelik düşüncelerin de ortaya çıkmasına neden olmuştur. Özellikle anayasada 2007 yılında yapılan değişik ile mevcut hükümet sisteminin hükümet sistemleri içerisindeki yerinin tespitine yönelik tartışmalar da hız kazanmıştır. Bu bağlamda alternatif olarak sunulan yarı başkanlık sistemi, ülkemiz siyasi geçmişinde çok sayıda tartışmaya konu olmuştur. Nitekim bu sistem varlığı karşısında, yürütme organının istikrarsızlığına yönelik eleştiriler söz konusu olabildiği gibi aynı zamanda tam bir gelişmiş ülke profili yaratacağına yönelik görüşler de bulunmaktadır.
