<p><em>The purpose of this study is to analyze the size of the contribution of local taxes to the Ciamis Regency local own revenue. In this study, the formula for the ratio of local tax contribution to local own revenue was formulated. The research method used is a descriptive method with a quantitative approach. Measurement of contributions of local taxes on local own revenue is drawn from the local own revenue structure which consists of local taxes, regional levies, separated regional wealth results, and other legitimate regional income. The results of the study show that the contribution of local taxes to local own revenue is in the very low and low category, because during the 2013-2015 fiscal year the figure was below 26%, while in the 2016-2017 fiscal year it reached a number of 26% -50%. The low contribution of local taxes to local own revenue is due to restaurant taxes stipulated through regional regulation No. 5 of 2011, namely the imposition of a 10% tax on each transaction with consumers is still a lot of rejection from most restaurant managers, with the reason of fear of a decline in consumers.</em></p>

This study analyzes the impact of corruption on economic growth by including the role of accounting practices. Corruption has a negative influence on economic growth in countries with poor quality accounting practices than in countries with high-quality accounting practices. The new contribution of this study concerns the relationship between the literature between corruption and separate accounting practices regarding economic growth. To our knowledge, this is a study of the first ASEAN countries documenting the impact of corruption on economic growth that depends on the quality of accounting practices in a country. We use cross-section data for 2018 for 11 ASEAN countries. Data on economic growth is taken from the World Bank, while corruption is represented by the Transparency International (TI) Corruption Perception Index (CPI). Meanwhile accounting practices are represented by the strength of auditing standards and financial reporting from the World Economic Forum (WEF), as well as the adoption of the International Public Sector Accounting Standards (IPSAS) in a country from the International Federation of Accountants (IFAC). We apply the Moderated Regression Analysis (MRA) approach for estimating results. The results of studies show that corruption inhibits economic growth. In addition, the strength of auditing standards and financial reporting weakens the relationship between corruption and economic growth. Other results show that the adoption of IPSAS does not weaken the relationship of corruption with economic growth in ASEAN countries. The findings of this study prove that high-quality accounting practices in a country can weaken corruption which can hamper economic growth. Conversely, corruption will easily grow in countries with weak quality accounting practices whose impact will hamper economic growth.

The regional autonomy system provides an opportunity for regions in the territory of Indonesia to utilize their sources of income independently so that the implementation of development in the regions does not only rely on finance from the central government. In this study, we are of the opinion that regions that are able to optimize their local own revenue will have an impact on increasing local financial independence. Local financial independence is the ability of a region to finance development in its area. Our other opinion assumes that the relationship between localown revenue and the local financial independence can be strengthened by the implementation of decentralization. With good decentralization, local governments are more transparent in providing all information to the public, can increase accountability because public services are getting closer, local governments can take strategic decisions, improve fiscal management, improve economic growth and market security. The new contribution of this study is related to the literature of the merging of the relationship between local own revenue, decentralization, and local financial independence that was built through Moderated Regression Analysis (MRA) evidence in one of the regions in Indonesia, namely Ciamis. The results of the study show that regional local own revenues influence local financial independence. Meanwhile, decentralization which is proxied using local government expenditures is able to strengthen the relationship of local own revenues to local financial independence. So it can be concluded that the effective implementation of decentralization is able to encourage an increase in regional income that comes from its own sources to realize financial independence in the region. Abstrak Sistem otonomi daerah memberikan kesempatan kepada daerah-daerah di wilayah Indonesia untuk memanfaatkan sumber-sumber pendapatannya secara mandiri agar pelaksanaan pembangunan di daerah tidak hanya mengandalkan keuangan yang berasal dari pemerintah pusat. Dalam studi ini, kami berpendapat bahwa daerah yang mampu mengoptimalkan pendapatan asli daerahnya akan berdampak terhadap meningkatnya kemandirian keuangan daerah. Kemandirian keuangan daerah adalah kemampuan suatu daerah dalam membiayai pembangunan di daerahnya. Pendapat kami lainnya menganggap bahwa hubungan pendapatan asli daerah dengan kemandirian keuangan daerah dapat diperkuat oleh pelaksanaan desentralisasi yang baik. Dengan desentralisasi yang baik maka pemerintah daerah lebih transparan dalam memberikan semua informasi kepada publik, dapat meningkatkan akuntabilitas karena pelayanan publik menjadi lebih dekat, pemerintah daerah dapat mengambil keputusan yang strategis, meningkatkan manajemen fiscal, meningkatkan pertumbuhan ekonomi dan keamanan pasar. Kontribusi baru dari studi ini adalah menyangkut literature penggabungan hubungan antara pendapatan asli daerah, desentralisasi, dan kemandirian keuangan daerah yang dibangun melalui Moderated Regression Analysis (MRA) bukti pada salah satu daerah di Indonesia, yaitu Ciamis. Hasil studi menunjukan bahwa pendapatan asli daerah berpengaruh terhadap kemandirian keuangan daerah. Sementara itu desentralisasi yang diproksi menggunakan pengeluaran pemerintah daerah mampu memperkuat hubungan pendapatanasli daerah terhadap kemandirian keuangan daerah. Jadi dapat disimpulkan bahwa pelaksaksanaan desentralisasi yang efektif mampu mendorong peningkatan pendapatan daerah yang berasal dari sumber-sumbernya sendiri untuk mewujudkan kemandirian keuangan di daerah. Masalah yang menjadi fokus penelitian ini adalah bagaimana pengaruh kredit perbankan, belanja sektor publik, tenaga kerja dan simpanan masyarakat terhadap pertumbuhan ekonomi di Jawa Barat. Adapun tujuan penelitian ini adalah untuk menganalisis kredit perbankan, belanja sektor publik dengan proxy belanja modal, tenaga kerja dan simpanan masyarakat pengaruhnya terhadap pertumbuhan ekonomi di Jawa Barat.Tipe penelitian yang digunakan adalah penelitian eksplanatoris yang bersifat verifikatif. Data yang digunakan adalah data panel yang merupakan gabungan data time series tahun 2010-2020 dan data cross saction daerah Kabupaten dan Kota di Jawa Barat. Adapun teknik analisis data yang digunakan adalah teknik Panel Data Regression Model dengan metode Two Stage Least Square dengan pendekatan random effect. Hasil penelitian (1) Kredit perbankan berpengaruh negatif tetapi tidak signifikan terhadap Pertumbuhan ekonomi di Jawa Barat. (2) Belanja untuk sektor publik berpengaruh negatif tetapi tidak signifikan terhadap Pertumbuhan ekonomi di Jawa Barat. (3) Jumlah tenaga kerja berpengaruh positif tetapi tidak signifikan terhadap Pertumbuhan ekonomi di Jawa Barat. (4) Simpanan masyarakat berpengaruh positif dan signifikan terhadap Pertumbuhan ekonomi di Jawa Barat. (5) Kredit perbankan, belanja untuk sektor publik, jumlah tenaga kerja, dan simpanan masyarakat berpengaruh signifikan terhadap Pertumbuhan ekonomi di Jawa Barat. Temuan hasil penelitian adalah: Kredit perbankan, belanja untuk sektor publik, jumlah tenaga kerja, dan simpanan masyarakat berimplikasi terhadap peningkatan Pertumbuhan ekonomi di Jawa Barat.

Permasalahan utama mitra dalam kegiatan pengabdian masyarakat ini adalah sebagai berikut: 1) Masyarakat kurang mengenal produk bandrek jambe; 2) Minuman bandrek jambe tidak memiliki pasar yang luas; 3) Minuman bandrek jambe tidak memiliki strategi yang mampu memperluas pasar; 4) Minuman bandrek jambe tidak memiliki sisi inovasi yang mampu meningkatkan nilai jual produk. Tujuan kegiatan pengabdian masyarakat ini adalah untuk mengembangkan produk Bandrek Jambe dengan sebuah inovasi baru untuk dapat meningkatkan nilai jual prduk tersebut. Mitra dalam kegiatan pengabdian masyarakat ini adalah kelompok Bandrek Jambe yang melaksanakan kegiatan di dekat Rumah Sakit Umum Daerah (RSUD) Kabupaten Ciamis. Pelaksanaan dalam kegiatan pengabdian masyarakat ini adalah dilakukan dalam beberapa tahap sebagai berikut: 1) Tahap Inovasi Produk; 2) Tahap Pembuatan Label Produk; 3) Tahap Perhitungan Harga Pokok Penjualan; 4) Tahap Pembuatan dan Implementasi Startegi Pemasaran Produk; 5) Tahap Evaluasi; 6) Tahap Tindak Lanjut.

Public services by local governments will not be separated from the use of the budget. The budget must be used effectively and efficiently so that it is expected to improve services to the community on an ongoing basis. This research was conducted in one area in Indonesia, namely in Ciamis Regency. The purpose of this study was to assess the effectiveness and efficiency of the public service budget in the local government of the Ciamis Regency. The research method used is a descriptive method with a quantitative approach. The level of effectiveness is measured by comparing the target with the realization of the public service budget. The public service budget is one component of regional expenditure. Meanwhile, the level of efficiency is measured by comparing the public service budget with regional expenditures. The results showed that most of the public service budget has been used effectively and very efficiently.
