Este artículo aborda la crisis del Estado de derecho en Hungría y Polonia, situándola en el marco de la historia de la integración europea. Desde mediados de los años noventa, la Unión se fue dotando progresivamente de procedimientos específicos con el fin de que sus instituciones pudiesen responder a una eventual vulneración de sus valores por parte de un Estado miembro. Este proceso respondía particularmente a la inminencia de una quinta ampliación cuya dimensión no tenía precedentes y que habría de incorporar a Estados de corta trayectoria democrática. Años después, en un contexto marcado por el auge de los populismos, la deriva iliberal de los Gobiernos húngaro y polaco ha provocado el primer uso de los nuevos procedimientos, poniendo de manifiesto su insuficiencia ante una crisis de esta naturaleza y mostrando los límites de la capacidad de influencia de la Unión Europea después de la adhesión.
Tras atravesar su crisis más profunda, los líderes europeos disponen de cerca de un año, hasta la celebración de las elecciones europeas de mayo de 2019, para poner en marcha algunas de las propuestas planteadas para reformar las instituciones y democratizar la Unión Europea. El presente artículo trata de explicar las causas y consecuencias de la deriva intergubernamental sufrida en la última década para, posteriormente, analizar y valorar las propuestas planteadas para su reforma, en particular, la elección indirecta del presidente de la Comisión, la reducción del número de comisarios, la doble Presidencia de la Comisión y el Consejo Europeo, y la elaboración de listas transnacionales.

Conclusiones.Resumen: En el mes de marzo de 2017 se han cumplido diez años de la entrada en vigor de la Convención de la UNESCO sobre la Protección y la Promoción de la Diversidad de las Expresiones Culturales, un instrumento normativo internacional que la Unión Europea había promovido, negociado por vez primera en el seno de la UNESCO y ratificado. Es por tanto un buen momento para valorar en qué medida la Unión ha contribuido a la protección y promoción de la diversidad cultural en este período y, más allá de la retórica, se ha convertido efectivamente en el relevante valedor de la Convención que se anunciaba en 2007. Con este fin, este artículo aborda inicialmente la Convención, para recordar el contexto de su aprobación y sus objetivos, y señalar en particular las obligaciones que de la misma se derivan para las Partes, así como su relación con otros instrumentos internacionales.
