A partir del análisis comparado sobre los sistemas normativos español y colombiano que buscan la protección de los derechos de las mujeres frente a la violencia de género, el objetivo del estudio es construir propuestas que fortalezcan los instrumentos existentes y permitan compartir las buenas prácticas normativas. Se destacan los avances en regulación y fortalecimiento institucional impulsados por las organizaciones de mujeres, se resaltan acciones que fortalecen la confianza en procedimientos, que evitan la revictimización y garantizan el cumplimiento de los marcos normativos.
Este artículo forma parte de un trabajo de investigación que analiza el papel de las clínicas jurídicas en las universidades iberoamericanas. Tiene como objetivo presentar la percepción de los docentes clínicos y de los estudiantes sobre las necesidades, funciones y retos de las clínicas en la formación jurídica. Se inicia con una presentación conceptual e histórica, que permite diferenciar y reconocer la evolución del movimiento de educación legal clínica en Iberoamérica, para posteriormente evaluar el modelo en seis países (Argentina, Chile, Colombia, México, Perú y España). Se utilizó la metodología DOFA, a partir de la percepción de los docentes clínicos —obtenida a través la implementación de entrevistas en profundidad— y la percepción delos estudiantes que integran o han integrado clínicas jurídicas en Iberoamérica —a partir de una encuesta—. Finaliza el trabajo con unas conclusiones que buscan evidenciar los principales retos, y ante todo, la necesidad de reconsiderar y valorar la metodología de educación legal clínica como una herramienta pedagógica integral.

(Social inequality and human rights) ¿Cuál considera usted que es el factor determinante de la desigualdad social en Colombia?PhD. Londoño: El principal factor es la diferencia de oportunidades que tienen los colombianos para acceder a los derechos. La desigualdad que generan factores externos a las personas es muy alta en Colombia según lo han señalado investigaciones recientes. ¿Qué perspectivas con respecto a la superación de los niveles de pobreza se vislumbran para Colombia en el futuro cercano? PhD. Londoño: Considero que los esfuerzos para buscar el cese del conflicto armado interno y la garantía de la paz para el país, tienen que estar ligados necesariamente a la superación de los niveles de pobreza que, como se observa en todos los estudios, son los grandes generadores de violencia. Tengo esperanza en que la paz pueda traer consigo una garantía mayor para todos los derechos humanos, en especial los derechos al desarrollo, a la calidad de vida y a la superación de la pobreza. ¿Cuáles considera usted que son los puntos estratégicos a los que el Estado colombiano les debe apuntar para mitigar los altos niveles de pobreza social del país?PhD. Londoño: Considero que los indicadores de desarrollo humano, así como los objetivos de desarrollo sostenible, pueden ser un instrumento de gran valor en la lucha contra la pobreza. El reto más significativo es superar la exclusión de los grupos más débiles, cuyos derechos nunca han sido garantizados integralmente. En la lucha contra la exclusión, es clave definir acciones específicas para garantizar los derechos de las víctimas, las personas en condición de desplazamiento, las personas con discapacidad y los grupos étnicos, enfatizando dicha protección en las mujeres, los niños y niñas, los jóvenes y las personas mayores. ¿Qué papel debe cumplir la investigación social en la vinculación de las comunidades de base a propuestas que transformen las estructuras de inequidad vigentes? PhD. Londoño: Desde la academia, y en general desde todas la instituciones que realizan investigación social, existe un compromiso que debería fortalecerse en aspectos como: (a) el trabajo interdisciplinario e interinstitucional; (b) la construcción de propuestas, que implica rediseñar nuestras metodologías y, ante todo, revisar los principios éticos con los que se realizar la investigación en Colombia; (c) la participación social en los procesos de investigación y en los resultados, con sistemas de seguimiento de la implementación de las alternativas que se construyen en investigación social, y (d) el fortalecimiento de veedurías o sistemas de control desde las comunidades de base frente a la in-
