La seguridad se ha convertido en uno de los factores clave en las preferencias de los turistas que visitan la frontera de México con Estados Unidos. Además de la violencia en las ciudades fronterizas mexicanas, las alertas de seguridad propagadas por el Gobierno de Estados Unidos contribuyen a crear un escenario negativo para el turismo. Todo esto constituye un reto importante en la construcción de la frontera norte como un destino seguro para los visitantes. En este artículo se analiza la situación y se identifican los problemas institucionales, organizacionales y económicos que se deben atender para avanzar en la construcción de una imagen favorable de la zona. Pese a que las alertas de seguridad contribuyen a crear un escenario negativo, existen oportunidades que pueden aprovecharse para mantener la competitividad de la franja fronteriza como destino turístico a largo plazo. La sugerencia es que los actores locales y los gobernantes usen diversas políticas públicas para superar los retos planteados por la incertidumbre producida por las alertas de seguridad.
Resumen: siguiendo la experiencia de una comunidad epistémica internacional, México introdujo en la reforma constitucional de 2013 y legislativa de 2014, la obligación de presentar una evaluación de impacto social de todos los proyectos de energía. este artículo identifica problemas metodológicos en la medición de cambios e impactos sociales, y sus implicaciones para lograr consensos en manejo de impactos. se hace un análisis comparado de cuatro casos de evaluación de impacto social realizados entre 2014 y 2017. se propone que la adopción de este instrumento induce la realización de evaluaciones con una orientación cuantitativa que resulta más funcional para grandes proyectos, pero enfrenta dificultades en proyectos pequeños. las evidencias presentadas sugieren la necesidad de hacer ajustes a la normatividad de impacto social para que las evaluaciones consideren mejor las variaciones contextuales según la escala del proyecto, la existencia de otros proyectos e iniciativas, y para ampliar la posibilidad de experimentación metodológica. Para ser competitivas, las ciudades escenifican el espacio urbano como un lugar donde los turistas pueden coproducir sus experiencias de viaje. Los destinos turísticos urbanos son representados como espacios seguros, abiertos a la inversión y a la innovación de bienes y servicios. El ensayo analiza el fenómeno de la formación de distritos urbanos gastronómico-turísticos (dugt) como parte de la transformación de grandes ciudades. Se estudian dos zonas residenciales en Guadalajara, Jalisco, como espacios de conflictos de intereses entre grupos de altos ingresos similares a los derivados de procesos de gentrificación. Fecha de recepción: 30 de septiembre de 2016 Fecha de aceptación: 15 de abril de 2017Resumen Este artículo presenta una lectura de la situación de inseguridad en la que se destaca la incapacidad del Estado para integrar soluciones organizacionales e institucionales que proporcionen seguridad a los agentes de los cuerpos policiales, ayuden a construir relaciones de confianza entre policías y sociedad, incrementen la legitimidad de las actuaciones policiales y, en consecuencia, reduzcan los índices de criminalidad observados. Se analiza la experiencia mexicana para estudiar la falta de confianza y el pobre desempeño de la policía como resultados de fallas de diseño institucional. Los problemas de diseño institucional persisten debido a errores de interpretación de la racionalidad de los actores y de los procesos de cambio social registrados en el país, malos diagnósticos de los problemas de seguridad, problemas al distinguir entre estructuras de implementación y poblaciones objetivo, al diseñar políticas públicas que forman parte de una estrategia de soberanía graduada que ofrece protección desigual a los ciudadanos.Palabras clave: cambio institucional; control de confianza; México; policía; seguridad. AbstractThis article presents an interpretation of insecurity, highlighting the lack of capacity of the State to integrate organizational and institutional solutions aimed at providing protection to police officers, building trust on police-society relationships, increasing police legitimacy and, therefore, reducing crime rates. Based on the analysis of the Mexican experience, this article looks at the lack of trust and the poor performance of police corps, consequences of institutional design failures. Such failures persist due to erroneous readings of actors´ rationalities and social change processes observed in the country, poor diagnostics of security problems, and confusion of implementation structures and target populations in public policies that integrate a graduated sovereignty strategy through which the state offers different levels of police protection to its citizens.
