Salvador e sua região metropolitana: mudanças recentes, conflitos e perspectivas institucionaisResumo O trabalho tem como objetivo analisar como evoluiu recentemente uma tradicional metrópole brasileira, Salvador, e sua região metropolitana, tomadas como exemplo em função de sua particular relevância histórica e geográfica no contexto nacional. A pesquisa estuda os desafios enfrentados por Salvador e sua região, como decorrência dos desequilíbrios e dos graves problemas urbanos e metropolitanos, que são resultados, principalmente, dos frágeis instrumentos de planejamento urbano que deveriam estar integrados em um planejamento metropolitano, que hoje é inexistente. Os atuais conflitos políticos e judiciais entre o Governo do Estado e a Prefeitura de Salvador, agora colocados diante do Estatuto da Metrópole, são igualmente analisados. Por conseguinte, o trabalho aponta as perspectivas para enfrentar esses desafios, o que deve ser feito de forma integrada, com todos os municípios formando uma só unidade territorial de governança sociopolítica, econômica e administrativa, com capacidade de enfrentar seus problemas e planejar seu futuro.Palavras-chave: Salvador, Região Metropolitana de Salvador, Conflitos metropolitanos, Desafios metropolitanos.
Capital socioterritorial e indicadores de desenvolvimento: um estudo comparativo no Brasil ResumoEste trabalho analisa, com base em dados de 2010, a organização social no Brasil, medida pela distribuição das Fundações Privadas e Associações sem Fins Lucrativos (FASFIL), comparando-as com os principais indicadores socioeconômicos. Para tanto, é adotado o conceito, apoiado na noção de capital social (PUTNAM, 1996), de capital socioterritorial, que valoriza o enredamento territorial, os laços de coesão e de cooperação e o enraizamento territorial. Inicialmente, é feita uma análise da relação Pessoas por FASFIL com o PIB per capita para as Grandes Regiões e para as Unidades da Federação. Os resultados confirmam os desequilíbrios regionais e os desequilíbrios interestaduais, isto é, onde a relação Pessoas/ FASFIL é mais favorável, a renda per capita é maior. Em seguida, a análise é feita para as principais regiões metropolitanas e para as metrópoles, envolvendo, além do PIB per capita, sete indicadores socioeconômicos (IDH, Índice de Gini, Esperança de vida ao nascer, Mortalidade infantil, Pessoas com nível superior completo, Porcentagem de vulneráveis à pobreza e Formalização dos ocupados). Os resultados são mais expressivos do que na escala das Unidades da Federação, especialmente no nível das metrópoles, ou seja, expressam mais destacadamente a relação entre FASFIL e capital socioterritorial.
O trabalho tem como objetivo analisar a distribuição espacial das organizações sociais no Brasil e correlacionar esses resultados com dados socioeconômicos. Como indicadores das organizações sociais que exercem funções na sociedade, foram tomadas as informações do IBGE sobre as fundações privadas e associações sem fins lucrativos. Já os indicadores socioeconômicos são os seguintes: Índice dos desequilíbrios regionais de Williamson, PIB per capita, Índice de desenvolvimento humano (IDH), Índice de Gini, Taxa de mortalidade infantil, Esperança de vida ao nascer e Média de anos de estudo (20 a 24 anos). Os resultados, após o emprego de uma metodologia de análise estatística e cartográfica em diferentes escalas do território nacional, indicam uma variedade de situações, mas é possível afirmar que, para os estados com melhor relação entre habitantes por organizações sociais, existe uma correlação significativa com melhores indicadores econômico-sociais. Assim, há relevância dos resultados para o entendimento da diversidade geográfica brasileira.
