The last National Risk Assessment NRA for Italy was developed at the end of 2018 by the Department of Civil Protection (DPC) in response to the specific requirement of the Sendai Framework for Disaster Risk Reduction 2015–2030 to periodically adjourn the assessment of disaster risk. The methodology adopted to perform seismic risk assessment and build national seismic risk maps was specifically developed to comply with the recent Code for Civil Protection, issuing that, in addition to a solid scientific base, risk assessment should be characterized by a wide consensus of the scientific community. As a result, six research units belonging to two Centers of Competence of the DPC, namely ReLUIS (Network of university laboratories for seismic engineering) and EUCENTRE (European Centre for Training and Research in Earthquake Engineering), collaborated under the guidance and coordination of DPC to produce the recent updating of national seismic risk maps for the residential building stock. This paper describes the methodology adopted to develop the consensus-based national seismic risk assessment and presents the main results in terms of expected damage and impact measures (unusable buildings, homeless, casualties, direct economic losses).

This study focuses on the evaluation of the seismic vulnerability of the Italian roadway bridge stock, within the framework of a Civil Protection sponsored project. A comprehensive database of existing bridges (17,000 bridges with different level of knowledge) was implemented. At the core of the study stands a procedure for automatically carrying out state-of-the-art analytical evaluation of fragility curves for two performance levels—damage and collapse—on an individual bridge basis. A WebGIS was developed to handle data and results. The main outputs are maps of bridge seismic risk (from the fragilities and the hazard maps) at the national level and real-time scenario damage-probability maps (from the fragilities and the scenario shake maps). In the latter case, the WebGIS also performs network analysis to identify routes to be followed by rescue teams. Consistency of the fragility derivation over the entire bridge stock is regarded as a major advantage of the adopted approach.

The concerted effort to collect earthquake damage data in Italy over the past 30 years has led to the development of an extensive database from which vulnerability predictions for the Italian building stock can be derived. A methodology to derive empirical vulnerability curves with the aforementioned data is presented herein and the resulting curves have been directly compared with mechanics-based vulnerability curves. However, it has been found that a valid comparison between the empirical and analytical vulnerability curves is not possible mainly due to a number of shortcomings in the database of surveyed buildings. A detailed discussion of the difficulties in deriving vulnerability curves from the current observed damage database is thus also presented.
